S R <br /> dornmittEE cl?z f ort: (� p n <br /> C onnnnurzitt�. wu &o iomie L�Eu fofim nt eo nnzittEE <br /> The November 22, 2004 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson,Council Member Roland Kelly at 4:13 p.m. in <br /> the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Coleman, <br /> Puzzello, Varner, Kuspa, Kirsits and White; City Clerk John Voorde, Executive Director of the <br /> Department of Community & Economic Development Sharon Kendall, Rita Kopola, Rita <br /> Kopala, Andy Laurent Ann-Carol Nash, Isabel Gonzalez, Elizabeth Leonard and Kathy <br /> Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly called for a presentation on substitute Bill No. 77-04 which <br /> would transfer$658,334 among various accounts within Fund# 212 Community Development. <br /> Elizabeth Leonard, Director of Financial & Program Management for Community & <br /> Economic development made the presentation. The substitute bill was required in order to <br /> include $30,000 for Ark Angels. CDBG monies are part of the 2005 Action Plan. <br /> Council Member Dieter requested additional information about Ark Angels such as its <br /> Board of Directors, expenses, objectives. <br /> In response to a question from Dr. Varner, Ms. Leonard stated that Ark Angels is a new <br /> organization and that they asked for their financial statements and their audit. Since they have <br /> not been audited they only have their financial statement. She noted that federal guidelines <br /> establish certain criteria if they meet a$300,000 threshold. <br /> Following discussion, Council Member Kuspa made a motion, seconded by Council <br /> Member Kirsits that Substitute Bill No. 77-04 be recommended favorably to Council. The <br /> motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 83-04 which would <br /> appropriate $655,267 of Indiana Community Revitalization Enhancement District Increment <br /> Funds within the Industrial Development Fund, Fund# 434 for the purpose of development and <br /> redevelopment within the Studebaker/Oliver Community Revitalization Enhancement District. <br /> Andy Laurent, an Economic Development Specialist, made the presentation. He noted <br /> that the funds will be used to implement the Studebaker/Oliver Redevelopment Strategy which <br /> the Council previously adopted. The monies are the state tax increment income from CRED, <br /> with the revenues being for state fiscal years 2002-2004. The 1st year had $141,000; the 2nd <br /> year had$226,000 and the 3rd year had$287,000. <br /> Dr. Varner inquired about the board which oversees this.
