<br />PART IV – STANDARD CONDITIONS
<br />A. Prohibited Discharges
<br />
<br />1. General prohibitions. No permittee shall introduce or cause to be introduced into the POTW
<br />any pollutant or wastewater which causes Pass Through or Interference.
<br />
<br />2. Specific prohibitions. No permittee shall introduce or cause to be introduced certain
<br />pollutants, substances, or wastewater into any public sewers or directly or indirectly into the
<br />POTW. Those pollutants, substances or wastewater prohibited by this subsection shall not
<br />be processed or stored in such a manner that they could be discharged to the POTW. The
<br />following described pollutants are expressly prohibited:
<br />
<br />a. Any gasoline, benzene, naphtha, fuel oil or other pollutants which create a fire or
<br />explosive hazard to the POTW, including, but not limited to, wastestreams with a
<br />closed-cup flashpoint of less than one hundred forty (140) degrees Fahrenheit (sixty
<br />(60) degrees Celsius) using the test methods specified in 40 CFR 261.21.
<br />
<br />b. Any wastewater containing toxic pollutants in sufficient quantity, either singly or by
<br />interaction with other pollutants, to injure or interfere with any wastewater treatment
<br />process, constitute a hazard to humans or animals, create a toxic effect in the receiving
<br />waters of the wastewater works, or to exceed the limitations set forth in the applicable
<br />Federal Categorical Pretreatment Standards or other pretreatment standards or
<br />regulation issued by the EPA or the IDEM. Toxic pollutants are identified pursuant
<br />to Section 307(a) of the Federal Water Pollution Control Act, as amended.
<br />
<br />c. Solid or viscous substances in quantities or of such size capable of causing obstruction
<br />to the flow in sewers, or other interference with the proper operation of the sewage
<br />works such as, but not limited to ashes, cinders, sand, mud, straw, shavings, metal,
<br />glass, rags, feathers, tar, plastics, wood, unground garbage, whole blood, paunch
<br />manure, hair and fleshings, entrails, paper, dishes, cups, milk containers, etc., either
<br />whole or ground by garbage grinders.
<br />
<br />d. Any pollutant, including oxygen-demanding pollutants (BOD, etc.), released in a
<br />discharge at a flow rate and/or pollutant concentration which, either singly or by
<br />interaction with other pollutants, will cause interference with the POTW.
<br />
<br />e. Wastewater or any liquid having a temperature greater than one hundred fifty (150)
<br />degrees Fahrenheit (sixty-five (65) degrees Celsius), or which will inhibit biological
<br />activity in the treatment plant resulting in interference, but in no case wastewater or
<br />liquid which causes the temperature at the introduction into the treatment plant to
<br />exceed one hundred four (104) degrees Fahrenheit (forty (40) degrees Celsius).
<br />
<br />f. Trucked or hauled pollutants, except at discharge points designated by the Director.
