4 City of South Bend| Inspection of Olive Street Phase 2 Road Improvements at RR Xing | R-43125 | Des. #1920178 <br />Construction Approach <br />This project will involve the improvement of Olive Street between <br />Indiana Court and Tucker Drive. This will tie the Olive Street Phase I <br />project in with the Sample Street and Olive Street project that was <br />previously completed. There will be a road closure on Olive Street, <br />creating a detour route on Sample Street and SR 23. While the road <br />is closed, a new storm sewer, 10” PCCP, drive approaches, sidewalks, <br />railroad pedestrian crossing, and multi-purpose pathway will be <br />completed. Due to constructability concerns in Phase I, changes were <br />made, helping drive a redesign for the Phase II storm sewer. This was <br />because of several elevation conflicts with the existing watermain. <br />If lead water service lines are encountered in Phase II, USI will work <br />with the City to replace them with copper service lines. Lead Inspector <br />Mark Whitten’s knowledge of construction activities and changes on <br />Phase I will be invaluable in construction of Phase II, which will allow <br />for a seamless transition. <br />Utility Coordination <br />Some of the utilities were relocated in the 1st phase of the Olive <br />Street project. However, Comcast, AT&T, and AEP will still need to <br />be relocated in Phase II. USI will review all of the utility work plans, <br />timeframes, and potential conflicts before the pre-construction <br />meeting, bringing any issues to the construction group as soon as <br />possible. USI will then work with the utilities to get the relocation <br />efforts completed in a timely manner. Extensive railroad coordination <br />will need to start early and will commence throughout the project. USI <br />will make sure the contractor submits all right-of-entry and insurance <br />paperwork for Norfolk Southern in a timely manner. USI’s INDOT <br />Certified Utility and Railroad Coordinator, Natalie Parks, PE, will be <br />available to assist with utility and railroad coordination efforts prior <br />to and during construction. USI will also work with the contractor to <br />utilize phasing of the work to help minimize the railroad flagman’s <br />time, thus, reducing the final cost of the contract.
