Zoning and Annexation Committee <br /> Committee Report <br /> Following further discussion, Council Member Punnello made a motion, seconded by <br /> Council Member Kelly that Bill No. 14-04 be recommended favorably to the Council. The <br /> motion passed. <br /> Council Member Kuspa then called for a presentation on Substitute Bill NO. 18-04 <br /> which is a proposed rezoning request for the property located approximately 195' northeast of <br /> the intersection of Prairie Avenue and Locust Roads on the sourtherly side of Prairie Avenue. <br /> Jeff Myers, a Planner with Area Plan,noted that the Area Plan Commission held a public <br /> hearing on April 20, 2004 and sends Substitute Bill No. 18-04 to the Council with a favorable <br /> recommendation. Mr. Myers noted that the petitioner has the option of developing either under <br /> the former standards which were in place at the time of filing the rezoning petitioner or under <br /> the new regulations. <br /> Bernie Feeney of Lang,Feeney&Associates,Inc. made the presentation on behalf of the <br /> petitioner Woodhaven LLC. He provided a preliminary site plan of the area in question. He <br /> noted that the rezoning is being requested so that a self-serve car wash and a small retail center <br /> could be developed. The total site to be rezoned is 2.76 acres. <br /> Council Member Kuspa opened the hearing to the public. No one spoke in favor of the <br /> proposed bill. <br /> Council Member Kirsits noted that there is a great deal of traffic in this area and along <br /> Ewing, SR 23,and Prairie and inquired whether the petitioner had had discussions with the <br /> Department of Public Works with regard to a traffic light since he believes that only a blinking <br /> light is now located in the vicinity. <br /> Mr. Feeney stated that the entrance is as far away as possible from the intersection and <br /> that discussions with the Engineering Department are ongoing. <br /> Dr. Varner asked how far the site is from Ewing, and Mr. Feeney noted that it is 400' <br /> closer to the corner store. <br /> Carl Littrell, City Engineer,noted that the site lines should improve in light of the plans <br /> to lower the hill; and added that sidewalks will also be constructed. <br /> Council Member Kelly then made a motion, seconded by Council Member Coleman that <br /> Substitute Bill No. 18-04 be recommended favorably to Council. The motion passed. <br /> Council Member Kuspa noted that the last item on the agenda is Bill No. 19-04 which is <br /> a proposed rezoning request for the property located at 416 West LaSalle. A letter dated May 4, <br /> 2004(copy attached)was sent to the Council from James McCune requesting that the Bill in <br /> question be withdrawn from further consideration. <br /> Zoning and Annexation Committee May 10,2004 Page 2 <br />
