i Zoning and Annexation Committee Committee Report The May 24,2004 meeting of the Zoning and Annexation Committee was called to order by Chairperson,Council Member Ervin Kuspa at 3:55 p.m. in the Council Informal Meeting Room. Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello, Varner,Kuspa,White,Coleman and Kirsits; City Clerk John Voorde,Planner Jeff Myers, Community&Economic Development Executive Director Sharon Kendall,Kenneth Fedder, Michael Danch,Robert Henry,Larry Magliozzi,members of the South Bend Fire Department, Rita Kopola, and Kathleen Cekanski-Farrand,Council Attorney. Council Member Kuspa noted that the Zoning and Annexation Committee Members include Council Members Puzzello,Kelly,Coleman and himself. The Council Attorney noted that there was a scrivener's error on the meeting schedule. Bill No. 04-50 addressing a fiscal plan for Arbors at Belleville should be heard by this Committee and not by the Community and Economic Committee. Council Member Kuspa then called for a presentation on Bill No. 04-50 which would adopt a written fiscal plan and establish a policy for the provision of services to an area in "Arbors Area"; on a and also o commonly known as the Arbors at Belleville Annexation Are , Portage Township comet y Substitute Bill No. 11-04 which is a request to annex and bring into the city limits property located at 57500 block of Mayflower Road commonly referred to as the Arbors at Belleville Park,L.P. Larry Magliozzi of the Department of Community&Economic Development made the presentation on Bill No. 04-50. The area in question is 21.21 acres which consists of an apartment complex consisting of thirteen(13)3-story buildings for a total of 232 units. He then summarized the Fiscal Plan(copy attached)and concluded that the proposed annexation meets all requirements of Indiana state law. Council Member Dieter inquired about police services to the subject area,noting that many of the police beats are already extended too far. He noted that the area in question has a high rate of calls for service from the St. Joseph Sheriffs Department. He asked what formula was used to measure police services,to which Mr. Magliozzi stated he did not know. Council Member Kuspa inquired about sidewalks and other upgrades to the area in question and was advised by Mr. Magliozzi that the area would be improved. He further noted that some traffic would end up on Lombardy. Michael Danch of Danch,Hamer&Associates,Inc.,with offices at 2422 Viridian Drive, Suite 201,South Bend,IN 46628 presented a map of the proposed annexation area and a rezoning diagram(copy attached).
