i <br /> Zoning and Annexation Committee <br /> Committee Report <br /> The May 24,2004 meeting of the Zoning and Annexation Committee was called to order <br /> by Chairperson,Council Member Ervin Kuspa at 3:55 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Dieter,Pfeifer,Kelly,Puzzello, <br /> Varner,Kuspa,White,Coleman and Kirsits; City Clerk John Voorde,Planner Jeff Myers, <br /> Community&Economic Development Executive Director Sharon Kendall,Kenneth Fedder, <br /> Michael Danch,Robert Henry,Larry Magliozzi,members of the South Bend Fire Department, <br /> Rita Kopola, and Kathleen Cekanski-Farrand,Council Attorney. <br /> Council Member Kuspa noted that the Zoning and Annexation Committee Members <br /> include Council Members Puzzello,Kelly,Coleman and himself. <br /> The Council Attorney noted that there was a scrivener's error on the meeting schedule. <br /> Bill No. 04-50 addressing a fiscal plan for Arbors at Belleville should be heard by this <br /> Committee and not by the Community and Economic Committee. <br /> Council Member Kuspa then called for a presentation on Bill No. 04-50 which would <br /> adopt a written fiscal plan and establish a policy for the provision of services to an area in <br /> "Arbors Area"; on <br /> a and also o <br /> commonly known as the Arbors at Belleville Annexation Are , <br /> Portage Township comet y <br /> Substitute Bill No. 11-04 which is a request to annex and bring into the city limits property <br /> located at 57500 block of Mayflower Road commonly referred to as the Arbors at Belleville <br /> Park,L.P. <br /> Larry Magliozzi of the Department of Community&Economic Development made the <br /> presentation on Bill No. 04-50. The area in question is 21.21 acres which consists of an <br /> apartment complex consisting of thirteen(13)3-story buildings for a total of 232 units. He then <br /> summarized the Fiscal Plan(copy attached)and concluded that the proposed annexation meets <br /> all requirements of Indiana state law. <br /> Council Member Dieter inquired about police services to the subject area,noting that <br /> many of the police beats are already extended too far. He noted that the area in question has a <br /> high rate of calls for service from the St. Joseph Sheriffs Department. He asked what formula <br /> was used to measure police services,to which Mr. Magliozzi stated he did not know. <br /> Council Member Kuspa inquired about sidewalks and other upgrades to the area in <br /> question and was advised by Mr. Magliozzi that the area would be improved. He further noted <br /> that some traffic would end up on Lombardy. <br /> Michael Danch of Danch,Hamer&Associates,Inc.,with offices at 2422 Viridian Drive, <br /> Suite 201,South Bend,IN 46628 presented a map of the proposed annexation area and a <br /> rezoning diagram(copy attached).
