Therefore, upon a motion by Mr. Molnar, seconded by Mr. Gathers, and carried by roll <br />call, the Board ratified the preapproved claims payments. <br />PRIVILEGE OF THE FLOOR <br />Board Clerk Anne Fuchs stated that INDOT has begun using DocuSign to allow for electronic <br />signatures on future contracts and explained that the Board could designate one legally binding <br />signatory for procedural ease. She asked the Board if they would be interested in designating the <br />Board President to be sole signatory on behalf of the Board of Public Works for INDOT <br />contracts. <br />Mr. Gilot stated that this approach makes sense. The rest of the Board concurred and agreed to <br />designate the Board President, currently Elizabeth Maradik, to be the sole signatory for the City <br />of South Bend Board of Public Works for INDOT contracts moving forward. The Board <br />Attorney, Clara McDaniels stated that in addition to this approval being stated on the record, she <br />would prepare a resolution for the Board to pass at their next meeting designating the Board <br />President to be the sole signatory for the Board of Public Works on INDOT contracts moving <br />forward. Mr. Gilot clarified that the Board would continue to vote on INDOT agreements during <br />the Board of Public Works meetings, but that only one Board member, the President, would sign. <br />The Board concurred that this was correct. <br />Mr. Johnnie Johnson, 1124 North Eddy Street, South Bend, IN addressed the Board <br />regarding follow-up for his signage concerns raised at the last Board of Public Works meeting. <br />He stated that the parking signage near his residence continues to attract bad actors, citing <br />concerns with people stealing his flowers and other neighborhood issues. He stated that people <br />from Brother's bar act inappropriately in the neighborhood at 3 and 4 a.m., and that they park in <br />front of the No Parking sign all night. He stated that the police do not enforce this No Parking <br />sign. He wants this sign removed, as well, because it is near a stop sign. He asked for follow-up <br />on the request. <br />Ms. Maradik responded that the request was sent to the Traffic Engineer for review and that we <br />did not yet have an update on the matter, but that we expected to receive a timeframe soon, as <br />well as a path forward. <br />Mr. Johnson further inquired who could force the police to do their job of enforcing the signage. <br />
