The motion passed. <br /> Council Member King then called for a presentation on Bill No. 03-112 which is a five (5) year <br /> residential real property tax abatement request for the properties located at 2921 Bent Oak Lane, <br /> 2317 and 2321 Oakbrook Drive, and 2207, 2208, 2211, 2310 and 2314 Oakwood Park Drive <br /> requested by Woodfield Downs, Inc. <br /> Terry O'Brien of Community & Economic Development reviewed the October 7, 2003 report <br /> prepared by Michael Beitzinger(copy attached). He noted that on July 27, 1998 the Council grated <br /> a five (5) year residential real property tax abatement to Woodfield Downs, Inc. The abatement <br /> expired in July of this year, and the petitioner is now seeking abatement on the remaining lots. <br /> The report concluded that the petitioners meet the qualifications for a five (5) year residential tax <br /> abatement under § 2-77.1 of the South Bend Municipal Code addressing "Single Family Real <br /> Property Abatement". <br /> Tim Murray of Woodfield Downs, Inc., made the presentation. He noted that a total of forty-six <br /> (46) lots were addressed in the first abatement. Thirty-eight(38) of those lots have been built out <br /> with the assistance of the tax abatement program being in place. The average price for each build <br /> out is $140,000, and they would like to develop the remaining eight (8) lots utilizing the tax <br /> abatement tool. <br /> No one from the public spoke in favor or in opposition to the Bill. <br /> Dr. Varner made a motion, seconded by Council Member Kuspa that Bill No. 03-112 be <br /> recommended favorably to Council. The motion passed. <br /> Council Member King then called for a presentation on Bill No. 03-113 which would authorize the <br /> submission of an application to the U.S. Department of Justice for the Weed & Seed Program <br /> (copy attached). <br /> Pam Meyer, Director of the Division of Community Development made the presentation. She <br /> noted that the deadline for submission was September 5th and that they applied for the funds on- <br /> line. This request for $195,000 would be for the 2nd year of the Weed & Seed Program which <br /> would assist in funding extra police patrols and other activities related to the weed&seed program. <br /> They plan to apply for such funds each year. <br /> Dr. Varner made a motion, seconded by Council Member Kelly that Bill No. 03-113 be <br /> recommended favorably to Council. The motion passed. <br /> There was no miscellaneous business.
