Community and Economic Development Committee <br /> October 13, 2003 <br /> Page 2 <br /> Elizabeth Leonard, Director of Financial & Program Management for Community & Economic <br /> Development made the presentation. She noted that it is basically a pass through of federal funds <br /> so that Madison Center may receive $89,076 and so that Aids Ministries/Aids Assist may receive <br /> $43,128 from HUD. <br /> There was no one from the public to speak in favor or in opposition to the Bill. <br /> Council Member Kelly made a motion, seconded by Dr. Varner that Bill No. 77-03 be <br /> recommended favorably to Council. The motion passed. <br /> Council Member King then called for a presentation on Bill No. 78-03 which would appropriate <br /> $225,000 received from the U.S. Department of Justice for the Weed&Seed Program. <br /> Pam Meyer, Director of the Division of Community Development made the presentation. She <br /> noted that the 1st year of the Weed & Seed Program would assist in providing funding for law <br /> enforcement and safe havens, including programming efforts for youth. <br /> Council Member Pfeifer inquired about the monthly meetings, noting that some individuals have <br /> voiced concern that the meeting locations have not been rotated enough between the Charles Martin <br /> Youth Center and St. Casimir's. She requested an email update on the dates and places of past <br /> meetings and where the next meeting would be held and its date and time. <br /> Ms. Meyer stated that their are monthly board meetings and that each discipline then holds its own <br /> meetings. She added that a consultant is involved with the regular monthly meetings. <br /> There was no one from the public to speak in favor or in opposition to the Bill. <br /> Following discussion, Council Member Kelly made a motion, seconded by Dr. Varner that Bill <br /> No. 77-03 be recommended favorably to Council. The motion passed. <br /> Council Member King then called for a presentation on Bill No. 03-111 which is a five (5) year <br /> residential real property tax abatement request for the property located at 2026 S. William Street <br /> requested by Wayne&Barbara Chevrie and Patricia Boylan. (Copy attached). <br /> Terry O'Brien of Community & Economic Development reviewed the October 7, 2003 report <br /> prepared by Michael Beitzinger (copy attached). He noted that the petitioners propose to place a <br /> new modular single family home on the lot, with the actual placement being done by Mohr and <br /> Mohr. The project is estimated to be an investment of$65,000.00. The report concluded that the <br /> petitioners meet the qualifications for a five(5) year residential tax abatement under§ 2-77.1 of the <br /> South Bend Municipal Code addressing"Single Family Real Property Abatement". <br /> Mr. J. Bernard Feeney, a registered land surveyor with offices at 715 S. Michigan Street, South <br /> Bend,Indiana 46601 made the presentation. He noted that the property in question is the northeast <br /> corner of William and Donald. The two(2) lots would be combined so that the new modular home <br /> may be placed on it. <br /> There was no one from the public to speak in favor or in opposition to the proposed Bill. <br /> Council Member Kelly then made a motion, seconded by Council Member Kuspa that Bill No. 03- <br />
