The report concluded that the petitioner meets <br /> 1 the qualifications for a five (5) year residential tax abatement under § 2-77.1 of the South Bend <br /> Municipal Code addressing"Single Family Real Property Abatement". <br /> Mr. Tiberius Mihalache, the petitioner, then made a presentation. He noted that two(2) years ago <br /> he built two (2) houses valued then between $65,000-$70,000 which have increased in value by <br /> $25,000-$30,000. He believes that the proposed home would further add to the value of the <br /> neighborhood. <br /> No one from the p ublic spoke in favor or against the Bill. Following discussion, Council Member <br /> Kelly mad e <br /> a motion, by <br /> Council il Membe <br /> r Kuspa a that Bill No. 03-51 be recommended <br /> favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 03-52 which is a five (5) year residential real property tax <br /> abatement request for the properties located at 3102 and 3108 Northside Boulevard petitioned for <br /> by Tiberius Mihalache. <br /> Michael Beitzinger, Economic Development Specialist, reviewed his report dated May 20, 2003 <br /> (copy attached). Mr. Beitzinger stated that the petitioner proposes to build a multi-family, two- <br /> story quad plex with a total living area of 3,840 square feet with a projected new dollar investment <br /> of $200,000. The report concluded that the petitioner meets the qualifications for a five (5) year <br /> residential tax abatement under § 2-77.1 of the South Bend Municipal Code addressing "Single <br /> Family Real Property Abatement". He then circulated three(3) pictures depicting the current house <br /> located on the property which would be torn down. <br /> Mr. Tiberius Mihalache,the petitioner, then made a presentation. He noted that this investment in <br /> the neighborhood would be beneficial. At the request of Council Member King, Mr. Mihalache <br /> then provided information with regard to the remonstrators who appeared at the Area Plan meeting. <br /> He stated that he obtained the property through foreclosure and noted that it is an eyesore. The <br /> 1 remonstrators contended that the new construction would block their view of the river, which Mr. <br /> Mihalache stated that it would not. He stated that basically the remonstrators did not want anything <br /> built next to them. <br /> Council Member King noted that Dennis Whitacker spoke in favor of the project when it came <br /> before the Area Plan Commission. No one from the public spoke in favor or against the Bill. <br /> Following discussion, Council Member Kuspa made a motion, seconded by Council Member <br /> Kelly that Bill No. 03-52 be recommended favorably to Council. <br /> Under miscellaneous business, Mr. Beitzinger introduced an intern, Magee Cook, who is a Junior <br /> at St. Mary's College where she is majoring in Finance and lives in LaPorte. <br /> There being no further business to come before the Committee, Council Member King adjourned <br /> the meeting at 4:16 p.m. <br /> Respectfully submitted, <br /> Council Member Karl King, Chairperson , <br /> Community&Economic Development Committee <br /> KCF:kmf Attachments <br />
