IDPersonnel and Finance Committee <br /> Joint Meeting of the Personnel and Finance Committee&the Public Works and Property Vacation Committee <br /> February 10,2003 <br /> Page 2 <br /> Larry Magliozzi of Community & Economic Development made the presentation. Mr. Magliozzi <br /> presented and reviewed a one-page handout (copy attached). He noted that when the city offers <br /> vacant properties for sale or is approached by a person expressing interest in purchasing such <br /> properties that Indiana law requires all government-owned property to be advertised. The Board of <br /> Public Works pays for such advertisements, however in some instances has not been able to <br /> recoup its advertising costs. The proposed ordinance would establish a $100.00 deposit per <br /> parcel. <br /> Dr. Varner inquired why the city would not enter into a contract with such individuals which <br /> would address such advertising fees and expenses; noting that it would be similar to a right of first <br /> refusal for such parcels. <br /> Mr. Magliozzi stated that he would have to contact the Legal Department with regard to that issue. <br /> Following discussion, Council Member King made a motion, seconded by Council Member Kelly <br /> that Bill No. 10-03 be recommended favorably to Council. The motion passed. <br /> At 4:40 p.m., Council Member Aranowski then asked the Public Works and Property Vacation <br /> Committee to join the Personnel and Finance Committee; noting that the members of that <br /> ioCommittee included Council Members Kirsits,King and Varner. <br /> Council Member Aranowski noted that the joint committee meeting was to review Substitute Bill <br /> No. 9-03 addressing the capital budget.; noting that a detailed presentation was provided during a <br /> joint committee meeting last week. <br /> Mayor Luecke thanked the Council for the opportunity to review the proposed capital budget. He <br /> noted that last week Council President White raised a question with regard to potential liability to <br /> the city with regard to the proposed volunteer policing program. Mayor Luecke stated that he was <br /> in contact with City Attorney Leone who believes that since such volunteers will be acting on <br /> behalf of the city, that there would be additional risk involved. The City Administration believes <br /> that such risk can be controlled by proper training and screening of volunteers. <br /> Dr. Varner inquired whether a twenty percent(20%) reserve would still be in place for COIT. Mr. <br /> 011ett stated that a 10%EDIT and a 10%Coit reserve would remain in place. <br /> Council Member Aranowski thanked the Mayor, the Controller and their staffs for the information <br /> provided to the Council. <br /> Following discussion, Council Member King made a motion, seconded by Council Member Kelly <br /> that Substitute Bill No. 9-03 be recommended favorably to Council. The motion passed. <br /> Under miscellaneous business, Council Member Aranowski stated that an update on the Police and <br /> Fire facilities would take place on February 24th and a meeting to continue discussions on <br /> insurance would take place on March 10th. <br /> • There being no further business to come before the joint committee meeting, Council Member <br /> Aranowski adjourned the meeting at 4:47 p.m. <br />
