• Qommitt* litoorts <br /> iiitroormel an jrtnatxct tommitt* <br /> joint ettng of the Vtroonitti anb fivatti Qommittgt ant tbt 1Dubitt ' Jor z <br /> an Vropertv Vacation ( ommttWe <br /> The February 10, 2003 meeting of the Personnel and Finance Committee was called to order by its <br /> Chairperson, Council Member James Aranowski at 4:30 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Varner, Kirsits, Aranowski, Pfeifer, King, <br /> Kelly, Coleman, Kuspa and White; Mayor Stephen Luecke, Community and Economic <br /> Development Director Jon Hunt, City Controller Rick 011ett, City Attorney Charles Leone,Director <br /> of the Division of Economic Development Don Inks, Larry Magliozzi, Timothy Williams, Bob <br /> Mathia, John Oxian, Terry Bland of the fouth to% tribunt, and Kathleen Cekanski- <br /> Farrand, Council Attorney. <br /> Council Member Aranowski noted that the committee members for this year include Council <br /> Members King,Kelly, Varner and himself. <br /> Council Member Aranowski then called for a presentation on Bill No. 4-03 which is a proposed <br /> ordinance which would approve parking rates for parking garages and parking lots operated by the <br /> Board of Public Works. <br /> • Timothy Williams of Community &Economic Development made the presentation. He presented <br /> and reviewed a one-page handout (copy attached). He noted that the parking rates have not been <br /> increased since 1987 and that the rates are necessary to address the financial shortfalls. <br /> Council President White inquired about the special events rates increasing from $2.00 to $5.00. <br /> Mr. Mathia of Community & Economic Development stated that the increase is necessary to <br /> address the personnel costs. He also noted that the Marriott charges $5.00 for special event <br /> parking. <br /> Dr. Varner inquired whether the garages are at full capacity and whether the Marriott is at full <br /> capacity. Mr. Mathia stated that the roofs on the parking garages are available and he noted that he <br /> did not have any information on the Marriott. <br /> Dr. Varner stated that if others are charging more than the City and if we are looking for more <br /> revenue, that based on the comparison of parking rates to other cities that it appears that the <br /> requested rates are justified. <br /> Mr. Mathia added that the increased costs of security is also being addressed by the proposed <br /> increase in rates. <br /> Following discussion, Council Member Kelly made a motion, seconded by Council Member King <br /> that Bill No. 4-03 be recommended favorably to Council. The motion passed. <br /> Council Member Aranowski then called for a presentation on Bill No. 10-03 which would amend <br /> 00 Chapter 2, Article 17 of the South Bend Municipal Code by the addition of new section 2-206 <br /> entitled"Deposit Required Prior to Advertisement for Sale of Land". <br />
