Zoning and Annexation Committee <br /> March 11, 2002 <br /> Page 2 <br /> Dr. Varner inquired about the fencing requirements noting that there is residential to the northwest <br /> corner of the development. <br /> Mr. Barkstrom stated that they would comply with applicable zoning requirements for screening <br /> and further noted that they have talked with the South Gateway Association about the development. <br /> Council Member Kirsits inquired about whether there was a video cam in the ATM machine. Mr. <br /> Barkstrom stated that it is being furnished by TCU and both he and Council Member Coleman <br /> stated that such devices contain a time-lapse video camera. <br /> Council Member Coleman noted that he would prefer shrub landscaping if at all possible. <br /> Following discussion, Dr. Varner made a motion, seconded by Council Member Coleman that Bill <br /> No. 6-02 be recommended favorably to Council. The motion passed. <br /> Council Member White then called for a presentation on Bill No. 9-02 which would amend <br /> Chapter 21 of the South Bend Municipal Code to allow religious institutions in "C-2" Planned <br /> Shopping <br /> Center Districts. <br /> Mr. Jeff Myers of the Area Plan staff noted that the Bill received a favorable recommendation from <br /> the Area Plan Commission. Mr. Myers then made the presentation on the Bill since it was Area <br /> Plan initiated. He noted that it would permit religious uses in storefronts located in"C-2"Planned <br /> Shopping Center Districts. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill <br /> No. 9-02 be recommended favorably to Council.
