ommitte port: <br /> Zoning an 'Automation (Comsat/as <br /> The March 25, 2002 meeting of the Zoning and Annexation Committee was called to order by its <br /> • Vice-Chairperson Council Member Andrew Ujdak at 3:37 p.m. in the Council Informal Meeting <br /> Room. <br /> Persons in attendance included Council Members Aranowski, Pfeifer, Ujdak, Varner, Coleman, <br /> King and Kelly;Mayor Stephen J. Luecke, Michael Danch,Jeff Myer,Jon Hunt, Larry Magliozzi, <br /> Cheryl Green, Citizen Members Isabele Gonzalez and Khadijah Muhammad, Terry Bland of the <br /> ito011t.b Ub tribunt and Kathy Cekanski Farrand,Council Attorney. <br /> Council Member Ujdak noted that the Chairperson of the Committee, Council Member Karen <br /> White is ill and will not be in attendance today. He further noted that members of the Committee <br /> included Council Members Coleman and Varner and himself. <br /> Council Member Ujdak called for a presentation on Bill No. 02-21 which is a proposed written <br /> fiscal plan and policy for providing services to an annexation area in Clay Township commonly <br /> known as the"Macri/LaFree III Annexation Area", as well as a presentation on Substitute Bill No. <br /> the zoning <br /> Lion and amending of g <br /> annexation g <br /> the a <br /> 12-02 which is a proposed ordinance seeking <br /> classification for 17, 185 and 17,240 block of Douglas Road. <br /> Mr. Michael Danch provided a preliminary site plan addressing the area in question (copy <br /> attached). Mr. Danch noted that the majority of the property is located on the north side of <br /> Douglas. There were three (3) remonstrators at the Area Plan public hearing, and as a result of <br /> discussions at that meeting several additional items have been agreed upon by the petitioner, which <br /> include: moving the office development more to the east; adding additional landscaping and trees, <br /> addressing landscaping adjacent to the parking lot , reducing the parking spaces pursuant to <br /> ordinance standards, installing fencing and landscaping on the north side of the proposed <br /> development, including additional architectural detail to the outside of the proposed buildings, <br /> redesigning curb cuts from four(4) to two(2),and installing a deacceleration lane. <br /> Mr. Jeffery Myer,a planner with Area Plan,noted that the proposed ordinance received a favorable <br /> recommendation from the Area Plan Commission. <br /> Mr. Larry Magliozzi then able to ervrve the the area with sewer and water service services,noted <br /> this being on <br /> utilities may be <br /> temporary basis until the south side of the development takes place. <br /> Dr. Varner noted that the petitioner is seeking a voluntary annexation into the city limits of South <br /> Bend and not Mishawaka,and he is supportive of the proposed bills. <br /> Council Member Ujdak inquired about possible water main breaks and curb cuts. Mr. Magliozzi <br /> stated that they would be handled pursuant to interlocal agreements. <br /> Council Member King noted that Mr. Danch provided additional detail at the Area Plan public <br /> hearing, noting that the character of the area is vitally important to the city. This development <br /> would be the first development on the west side of Douglas Road as you enter the City of South <br /> Bend and therefore it would be a mini gateway. <br /> Mr. Danch stated that this development would have more curb appeal in light of the additional <br />
