I <br /> (ommittu *port: <br /> Zoning an Summation Committer <br /> The August 26, 2002 meeting of the Zoning and Annexation Committee was called to order by its <br /> Chairperson Council Member Karen L. White at 4:00 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members Varner, King, Coleman, Pfeifer, Kirsits, White, <br /> and Kelly; George Adler, Community Development Director Jon Hunt, Larry Magliozzi, James <br /> Masters, Ken Cotter, Steve Cooreman, Jitin Kain, Terry Bland of the 'outb lirribunt, <br /> and Kathleen Cekanski Farrand, Council Attorney. <br /> Council Member White called for a presentation on Bill No. 02-61 which is a proposed resolution <br /> which would adopt a written fiscal plan and establish a policy for the provision of services to an <br /> annexation area in German Township referred to as the Villas at Lake Blackthorn Annexation Area <br /> a/k/a vacant land adjacent to the north and east side of 24545 Brick Road, along the west side of <br /> the 31 Bypass Ramp from/to the Cleveland/Brick Road Exit. <br /> Larry Magliozzi of the Community Development Department made the presentation. He noted that <br /> this is a voluntary petition to annex into the City of South Bend 38.1 acres at the northwest corner <br /> of Brick Road and the St. Joseph Valley Freeway. All public improvements will be done at the <br /> expense of the developer except for the main line sewer which will be constructed with TIF funds. <br /> He then summarized data from the Fiscal Plan(copy attached). <br /> The Council Attorney noted that the title was amended to include the "a/k/a language" so that the <br /> City Clerk's Office could track Bill No. 02-61 addressing the fiscal plan and Bill No. 57-02 which <br /> is the proposed annexation ordinance for the subject property. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that Bill <br /> No. 02-61 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed 2nd Substitute Bill No. 57-02 which proposes to annex into the City <br /> certain land in German Township adjacent to the north and east side of 24545 Brick Road (copy <br /> attached). <br /> Mr. James Masters, the attorney for the Petitioner, Mr. Steve Cooreman, made the presentation. <br /> Mr. Masters stated that Mr. Cooreman plans to build upscale villas which would be hooked up to <br /> both city sewer and water services. <br /> Mr. Hunt stated that the City Administration and the Redevelopment Commission are in favor of <br /> the proposed Bill. The project would bring residential development to the Blackthorn Development <br /> area. He also noted that the Redevelopment Commission intends to sell to Mr. Cooreman nineteen <br /> (19) acres which is contiguous to the subject property addressed in the annexation. <br /> In response to a question from Dr. Varner, Mr. Masters noted that the project will cost$ 9 million <br /> for 140 units averaging in cost between $170,000 to $250,000. He further noted that <br /> approximately one-half million dollars will be generated in tax revenue from the project. Mr. Hunt <br /> stated that although the area is in a TIF area that the taxes will not be captured and will go directly <br /> to the city. <br /> Following discussion, Council Member Coleman made a motion, seconded by Dr. Varner that 2nd <br /> Substitute Bill No. 57-02 be recommended favorably to Council. <br />
