Robert Henry Corporation
was able to meet both MBE and WBE goals set for the project. Furthermore, the City’s Minority
and Women Business Enterprise Inclusion Program Plan states in Section 8.B.3.d. “In
determining whether a bidder has made good faith efforts, the performance of other bidders in
meeting the contract goal may be considered. For example, when the apparent successful
bidder fails to meet the contract goal but others meet it, it may be reasonably questioned
whether, with additional reasonable efforts, the apparent successful bidder could have met the
contract goal.”

All relevant MWBE documentation from both bids is included in this package.

I recommend award of the base bid plus alternate for Southeast Neighborhood Center
(United Way) to The Robert Henry Corporation, in the amount of $1,168,005.00. Funding is
available through the River West TIF Development Area, by way of PR-00008109.
