CITY OF SOUTH BEND HISTORIC PRESERVATION COMMISSION Upon a motion by Patrick Deegan, seconded by Eric Stalheim, and carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2021-0607A. Vote: 4-1. Four in favor, One opposed. COA #2021-0607A is approved. ix. 2021-05078 1717 East Wayne Street East Wayne Street, Ordinance #7796-87 (Audio Position: 2:37:37) The staff report was presented by Adam Toering. Staff Recommendation: Staff recommends approval with conditions: that the project be remanded to staff, pending additional information / schematics showing that the addition will not adversely impact the existing garage, that it will be clad in the same siding as the house and garage, and that the foundation and roof line will comply with building code requirements. The applicant was represented by: N/A The public was represented by N/A After due consideration, the following action was taken: Upon a motion by Eric Stalheim, seconded by John Tiffany, and carried by vote, the Historic Preservation Commission DENIES Certificate of Appropriateness Application #2021-050713. Commissioner Tiffany (AYE): I deny because it is not complete, it is missing information Commissioner Wyncott (AYE): I deny because it lacks complete information including further drawings of elevations and concerns about the materials proposed to be used. Commissioner Stalheim (AYE): I deny because I feel this application is incomplete and without the property owner present or a representative it is challenging to ask questions. Commissioner Deegan (ABSTAIN): Commissioner Downs-Krostenko (AYE): I deny because I have concerns about the application being incomplete including elevation drawings and it is not clear that architecturally the slope and elevation of the shed are workable, I am concerned about what the foundation is supposed to be like, I am concerned the applicant has Page 16
