South Bend, IN 46601 Dear Mr. Serge: The enclosed ordinance appropriating $302,000 from the General Revenue Sharing Trust Fund is being filed for first reading at the September 14, 1987 Council meeting. The proposed funding will be used to offset declining gasoline tax revenues in 1987 in funding the City of South Bend Street Department operating budget. As talked about with the Council during 1988 budget meetings, the Street Department has experienced a loss in revenue each year for the last two years. Additionally, the 1988 revenue projection by the State of Indiana for MVH funds is also lower. It is necessary to appropriate the $302,000 from General Revenue Sharing to bring them to a break even point by the end of 1987. Additionally, the General Revenue Sharing guidelines state that all entitlement monies must be obligated or spent prior to October 1, 1987. With this appropriation, all funds will have been appropriated or spent assuming second reading and public hearing takes place on the 28th of September.
