Vance <br /> Director, Administration and 219/284-9742 <br /> Finance <br /> June 15, 1987 <br /> Mr. Joseph Serge <br /> President <br /> South Bend Common Council <br /> City of South Bend <br /> 4th Floor County-City Bldg. <br /> South Bend, IN 46601 <br /> Dear President Serge: <br /> The enclosed resolution and ordinances are being filed for <br /> appropriate action at the June 22, 1987 Council meeting. <br /> The ordinances and resolutions all relate to the adjustment of <br /> the City' s operating revenue and expenses for the 1987 budget year. <br /> As you will recall, the City normally has gone through this exercise <br /> during the later part of the year to balance its books and reflect <br /> the actual operating expenditures required. In an attempt to better <br /> plan and project expenses before that time, we are going through this <br /> exercise in June. A similar closing procedure will be filed in <br /> December. <br /> The resolution being filed closes out debt service retirement and <br /> proceed funds relating to a general obligation bond issue paid off in <br /> 1986. Those monies may now be transferred to the General Fund as all <br /> purposes for which the bond and fund were established have been <br /> fulfilled. <br /> The ordinances filed relate to the following: <br /> Monies appropriated for operating and capital improvement <br /> expenses within the City' s enterprise (utilities) funds, additional <br /> appropriations to the General Fund relating to excise taxes estimated <br /> low by the State Tax Board, additional costs of benefits negotiated <br /> with the F.O.P. and Fire Fighters Local No. 362 AFL-CIO, additional <br /> police motor equipment, and additional estimated expenses related to <br /> capital improvements being made by the South Bend Park Department. <br /> Monies appropriated in the Coveleski Stadium Fund for expenses <br /> related to the improvements, equipment, and operations of the Stadium <br /> facility. <br />
