Page 1 of 2 <br />EXHIBIT A <br />PROCEDURES FOR DESIGNATION AND POSTING OF RIDE SHARE ZONES <br />In order to objectively and completely consider requests for ride share zones, the Board of Public <br />Works of the City of South Bend sets forth the following procedures: <br />1. A request, in writing, is to be submitted to the Engineering Division of the Department of <br />Public Works, by the ride share provider or the entities on the block where the ride share <br />zone is being requested. The request shall include: <br />•Name of entity(s) requesting ride share zone(s) <br />•Name of contact person <br />•Contact information (address, phone, e-mail) <br />•Requested location(s) for ride share zone(s) (final determination to be made by the <br />Engineering Division) <br />•Requested time(s) for ride share zones(s) to be in effect (final determination to be <br />made by the Engineering Division) <br />•Any other details deemed pertinent to the ride share zone(s) request <br />2.The Engineering Division shall evaluate the designation and determine the ride share zone <br />extent(s) and location(s). The Engineering Division will also evaluate the time constraints <br />the ride share zone will be in effect based on high volume pick-up/drop-off times. <br />3.The locations of ride share zone(s) shall be based on location of existing on-street parking, <br />road geometry and sight distance, and proximity to the high volume pick up and drop off <br />locations. Ride share zone(s) shall be located on the same side of the street as the location <br />driving the high volume of ride share requests. <br />4.The Engineering Division may implement a pilot ride share zone(s) for up to 90 days in <br />order to monitor for potential future permanent installation. This pilot shall consist of the <br />following steps: <br />a)Notify ride share providers of location(s) of pilot ride share zones for app <br />programing <br />b)Notify entity(s) on the block where the ride share zone is being piloted <br />c)Notify any affected public agencies (such as Fire Department, Police Department, <br />Public Transit, School Transportation Department, etc.) <br />d)Install temporary ride share zone signs. <br />e)Monitor temporary ride share zone(s): <br />Observe performance and ride share provider data for a period of at least 3 months <br />(90 days). At the end of the 90 day period, prepare a technical memo for Board of <br />Public Works review with a detailed engineering analysis and recommendation for <br />revision, removal, or permanent implementation. <br />5.The ride share zone signs, both temporary and permanent, shall be in compliance with the <br />current edition of the Indiana Manual on Uniform Traffic Control Devices. <br />6. Upon a request by the Engineering Division, the Bureau of Traffic & Lighting, Streets <br />Division shall plan to make and install temporary or permanent ride share zone signs.
