REGULAR MEETING NOVEMBER 14,201 83 <br />The Board of Public Safety met in the regular meeting at 9:15 a.m. on Wednesday, November 14, <br />2012, with Board President Patrick D. Cottrell, and Board Members Eddie Miller, John Collins and <br />Luther Taylor present. Board Member Laura Vasquez was absent. Also present were Police Chief <br />Charles Hurley, Fire Chief Stephen Cox, and Attorney Larry Meteiver. <br />The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City <br />Building, South Bend, Indiana. <br />POLICE DEPARTMENT <br />ACCEPT AND APPROVE RECOMMENDATION OF POLICE SELECTION PANEL <br />Upon a motion by Mr. Miller, seconded by Mr. Collins and carried, the recommendation of Police <br />Chief Charles Hurley and the Police Selection Panel that Joseph Carey, Kyle Bilinski, Christopher <br />Deak, Tedario Dues, Angelica Glaspie, Brandon Schmidt, and Reid Spitaels be accepted for <br />employment as probationary police officers with the South Bend Police Department was accepted <br />and approved. <br />SWEARING IN OF POLICE OFFICERS <br />- Joseph Carey <br />- Kyle Bilinski <br />- Christopher Deak <br />- Tedario Dues <br />- Angelica Glaspie <br />- Brandon Schmidt <br />- Reid Spitaels <br />Mayor Pete Buttigieg was present and made note that Sixth District Councilman Oliver Davis was <br />present. He stated he would like to allow Councilman Davis to say a few words to welcome the new <br />officers. Councilman Davis stated he wanted to welcome the officers on the part of the City and was <br />looking forward to working with all of them. Mr. Davis noted the presence of all of the family <br />members and stated that their lives would be impacted and they would become part of the City by <br />their relationship with the new officers. He thanked them and blessed them for their support. Mayor <br />Buttigieg stated he wished to add his appreciation. He requested that as they take their oath, he hoped <br />they would think about what that oath said. He noted that as in any governing society, they would be <br />subject to the use of violence. He requested they not abuse that option, and remember that at all times <br />they are carrying out the will of the citizens of the City, as any political employee is, and act <br />responsibly and follow their oath. Mayor Buttigieg stated that when the public sees you in uniform, <br />they see the uniform; the way you carry yourself and do your duty reflects on the City. Mayor <br />Buttigieg thanked the families for their support of the officers and noted that they too will be serving <br />the citizens of South Bend as families offering support to the officers. John Voorde, City Clerk, was <br />present and administered the Oath of Office for the swearing -in of the above officers. Police Chief <br />Chuck Hurley welcomed the officers to the Police Department and noted they are the most visible <br />representatives of the City. He requested they serve the City honorably at all times, and added they <br />are representing their families also. Chief Hurley stated he is looking forward to working with the <br />officers and congratulated them. The Board of Safety joined Chief Hurley in congratulating the <br />newly sworn in officers and wishing them well in their endeavors with the South Bend Police <br />Department. Mayor Buttigieg invited the newly sworn -in officers and their families to j oin him in his <br />office for refreshments. <br />ACCEPT MINUTES OF PREVIOUS MEETINGS <br />Mr. Cottrell stated unless there were any corrections, the Board would accept the Minutes of the <br />Public Agenda Session, Executive Session, and Regular Meetings of the Board held on October 17, <br />2012, and the Special Meeting of November 2, 2012 as presented. <br />APPROVE PROMOTION — JOSEPH MITCHELL <br />In a letter to the Board, Chief Charles Hurley recommended that Patrolman Second Class Joseph <br />Mitchell be promoted to the rank of Patrolman First Class, effective December 16, 2012. Chief <br />Hurley stated in his letter that Patrolman Mitchell has successfully completed three years of service <br />with the South Bend Police Department. Upon a motion made by Mr. Miller, seconded by Mr. <br />Collins and carried, the recommended promotion was approved effective December 16, 2012. <br />
