RECOMMENDATION <br />Part I <br />The mid 20th century garage was not an original structure on the <br />schoolhouse property and therefore has no historical significance. Its <br />condition has rendered it to be unusable. Due to these factors and <br />because the HPC voted 4-0 for approval at the April meeting, the staff <br />recommends that the HPC confirm the April vote to allow the owner to <br />remove this garage. <br />Part 2 <br />The owner has implied his concern about the historic setting by locating <br />the proposed garage as far away as possible from the schoolhouse. Thus <br />mitigating the effect of new construction in the historic setting. At <br />the April meeting the HPC voted 4-0 to approve the design. Staff <br />recommends that the HPC confirm the April vote to allow the garage. <br />Part 3 <br />From David Barncord's report: <br />1. the large shade trees as indicated, apple tree, and border trees are <br />significant and should be retained. <br />2. The small cherry, box elder, mulberry, and brush as indicated "will <br />be a functional as well as aesthetic improvement. Nothing of <br />sicnificance will be lost." <br />3. If the large mulberry by the house is a fruit bearing tree, removal <br />would be a reasonable option because of the problems with such a <br />tree. If the tree is not fruit bearing, trimming of the tree is <br />recommended. <br />Point 2 above discusses the trees as per the owner's request in which <br />those trees were not significant. The staff recommends that the owner's <br />request be allowed with the condition that the trees as described in <br />David Barncord's report be saved. <br />M. <br />
