MEETING REPORT <br />November 10, 1988 <br />Quarterly Regional Meeting of the Historic District <br />Commissions - Michigan City, IN. <br />At this meeting, David Baker, administrator for the <br />Indianapolis Historic Preservation Commission, presented <br />information on their Certificate of Appropriateness <br />procedure. A summary of the major points of discussion <br />follows: <br />The Indianapolis Historic Preservation Commission has three <br />levels of review: staff, hearing officer and full <br />commission. Staff is able to approve routine matters and <br />requests that clearly meet the standards. This includes <br />landscaping, paint colors, and new roofs. <br />The hearing officer, currently a staff member, reviews <br />rehabilitation activities and handles appeals from the staff <br />level. The officer meets weekly and requires a legal notice <br />10 days prior to the hearing. The applicant is required to <br />notify two property owners adjacent to each side. This <br />notification must occur 15 days prior to the hearing. After <br />the hearing, a five day waiting period is required to allow <br />for any remonstrance before a C of A is issued. Currently <br />there is a proposal to reduce the 5 days to 3, thus <br />shortening the 3 week period from application to approval to <br />2.5 weeks. <br />The full HPC hears applications involving new construction, <br />moves, demolitions, rezonings and appeals from the hearing <br />officer. <br />No fees are charged for staff approvals, but there is an <br />elaborate fee schedule for items reviewed by the IHPC or the <br />hearing officer. <br />The IHPC also has a separate approval status called a <br />Certificate of Authorization. This is granted in situations <br />where IHPC did not consider the project appropriate but said <br />it was okay under the special circumstances. <br />BLP:ef <br />
