design elements found on the High School building itself, <br />but on a simplified scale and detail. <br />The powerplant and chimney ar•e similar to the Neo-Classical <br />design and us•e of materials found in the main high school <br />building. Its design is• simplier• but it is significant as <br />an integral part of the original design of the high school <br />complex. <br />When dealing with change to a building that is eligible or• <br />has been designated a landmark and listed on the National <br />Register, the Historic Pres.er•vation Commission is mandated <br />to follow the Secretary of Interior's Standards for these <br />properties. This requires the HPC to determine the effect <br />that the project will have on the landmarks, and whether <br />this effect will be adverse. If an adverse effect is <br />determined, then certain steps and procedures must be <br />followed to mitigate these effects. <br />Demolition, obviously, is considered to be an extremely <br />adverse effect, and is only allowable after the <br />consideration of several alternative measures. There is a <br />need to consider direct alternatves• to the project that will <br />achieve the project's goals, for example, parking spaces, <br />that do not result in the destruction of the landmark, a=_• <br />well as other alternatives that allow some change that does <br />not alter the character of the landmark.
