Washington <br /> Bill No. 50-12—Rezone/Special Exception 2222 W. Washington <br /> Bill No. 51-12—Rezone/Special Exception 1247 Campeau <br /> Chairperson Oliver Davis called the Zoning&Annexation Committee meeting in order <br /> to discuss 4 bills. <br /> The first bill 38-12 is a petition to rezone and ask for a special exception for a"Munchie <br /> Mart/Gas Station" at 3529 Western. Christa Nayder reported the parameters of the <br /> requested allowances as heard before the Area Plan Commission. Christa said while <br /> there were three residents nearby the location who spoke against the APC recommended <br /> the requests favorably. Tony Zappia and Mike Danch representing the petitioner made a <br /> case for approval. Neighborhood residents Gayle Brodie, Charlotte Bridges, and Herbert <br /> Miller each raised concerns about the nefarious activity that seems to go along with this <br /> type of business. Turning to the Council, Oliver called upon Councilmember, in turn, to <br /> express their feelings. Tim Scott hoped a win/coin situation could be crafted to both help <br /> the investor and the neighbors. Karen White questioned the "long-range"plan for the <br /> corridor wonder if the type of store fit the vision. Henry Davis took issue with a lack of <br /> development efforts in the corridors by the City. He said these areas were not"bad <br /> areas"; but challenged areas where enforcement needs to be stepped-up. At this point, <br /> Tony Zappia, on behalf of the petitioner, asked for a continuance until November 26, <br /> 2012, Oliver Davis agreed; but said a meeting to reach an agreement acceptable to all be <br /> scheduled for Monday,November 19, 2012 at 5:00 p.m. at the Charles Black Center. <br /> Gavin Ferlic made that request as a motion. David Varner seconded. All supported. <br /> That meeting set, Oliver Davis moved to Bill 48-12. This was a request for a change in <br /> zoning to allow the relocation of a gift shop from a southside location impacted by the <br /> U.S. 31 re-construction to 6420 U.S. 31 S a current residential property. Christa Nayder <br /> reported that the APC gave the petition a unanimous favorable recommendation and that <br /> there were no remonstrances. Greg and Marcia Boland, owners of the Chickadees gift <br /> shop a long-time Southside business explained the reasons for the re-location and need <br />
