STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: February 8, 2021 <br />Application Number: 2021-0205 <br />Property Location: 119 La Porte Avenue <br />Architectural Style/Date/Architect or Builder: Queen Anne / 1872, moved 1905 <br />Property Owner: Alexis Torrance <br />Landmark or District Designation: South Bend Local Landmark #8108-1990 <br />Rating: Outstanding <br /> <br /> <br />DESCRIPTION OF STRUCTURE/SITE: <br /> <br />The 2 ½ story house has a hip roof with end gables, simple cornice and plain returns with plain frieze board. <br />There is a 25-pane decorative gable window. The façade walls are narrow clapboard with end trim and there <br />are fish scale and diagonal shingles at the gable. There is a gable front roof covered front porch with decorated <br />pediment over entablature supported by decorated wood columns. Windows are mostly original wood, 1/1, <br />Cottage Style, with storm windows. <br /> <br />ALTERATIONS OF STRUCTURE/SITE: <br /> <br />A major restoration occurred in 1986 removing vinyl siding and restoring the original wood siding. The storm <br />windows are not original and are wood frame with metal inserts. AA 2018-0924 approved replacement of existing <br />wood fence. COA 2007-0516 approved complete roof tear off and re roof with new asphalt shingle. COA 2003- <br />0806 approved removal of wooden portion of exterior side stairway and rebuild new exterior stair treads and <br />supports of treated lumber; repair and retain existing stone and brick structure along south side of house, enclosing <br />cellar stairs and partly supporting the existing stair to the second floor. COA 2001-0809 approved repair under <br />frame of porch to realign with house; repair or rebuild front porch to rectify damage caused by decay or settling; all <br />work shall replicate the original in style, shape, size, material, or location. COA 2001-0420 approved replacement <br />of 3’ tall wood picket fence with 6’ tall wood privacy fence from the rear corner of house across drive to existing 6’ <br />tall wood privacy fencing from northwest corner of house across side lot to end of existing 6’ tall wood privacy <br />fence to enclose rear yard of both lots. Existing 3’ tall picket and cement block fencing located across front of side <br />lot and alley is to remain. <br /> <br />APPLICATION ITEMS: <br /> <br />“Remove storm windows, remove wood sash and tracks, clean opening, install Marvin Ultimate/Elevate Cottage <br />Style INSERTS (x22), foam insulate, use frame expanders outside, caulk, use 1/2” x 3/4” White Shoe on the White <br />windows, use Hazelnut on the stained windows. Replace front porch storm doors.” <br /> <br />See written description by applicant for further information. <br /> <br />DESCRIPTION OF PROPOSED PROJECT: <br /> <br />1. Remove all “wood with metal insert” storm windows. The existing storm windows are not original and <br />have been custom fit to the opening size with wood, but the metal inserts do not follow the meeting rail <br />pattern of the main window beyond, resulting in an offset appearance. <br /> <br />2. Replace eighteen (18) original wood 1/1 Cottage-style window sashes with new Marvin Ultimate <br />wood/aluminum clad Cottage-style window sashes (INSERTS), replicating pattern. <br /> <br />3. Replace four (4) later wood 1/1 window sashes in second floor back of the house with new Marvin Elevate <br />wood/fiberglass composite 1/1 window sashes (INSERTS), replicating pattern.
