• (12) If the eemmissien Controller defies-an applleatieR-fer-registEatiea-and a permit it he/she shall notify the applicant within five ( 5) days of its the decision and the grounds therefor by certified mail, return receipt requested. Within five ten (510) days after the receipt of such notification, the applicant may file a written request with the Board of Public Works for public hearing on the application;-tegethef-with exeeptiens-te and the grounds upon which the eemmissien Controller based its the denialef-the-applieatief. (23) Upon the filing of such request the Commission Board of Public Works shall fix a time and place for the hearing, which shall be held within fifteen-445} ten (10) days after the request is filed, and shall notify the applicant thereof of same by personal service which shall be certified or by certified mail, return receipt requested.
