Michigan St. *During this section, there was a question from the Live Q&A regarding the confirmation of copper pipes in the matter of the Appeal of Section X, Paragraph F on Page 26 in South Bend Municipal Utilities Rules and Regulations for Water Service Line Reconnection at 215 E. Ireland Road. The commentor, a representative of Cage Civil Engineering, asked: "If we do confirm the copper pipe taps into the main at the main ... is that the final requirement from the city of South Bend and Public Works?" Ms. Kara Boyles, Engineering, stated the Municipal Utilities Rules and Regulations prohibit a reconnection to a previous customer's water line without confirmation that there is a copper line all the way from the service address to the street, with no lead pipes in place. She noted they have asked Cage Engineering to excavate and confirm the line is copper all the way. Ms. Maradik asked if we do confirm that the copper pipe taps into the main line, is that the only requirement? Ms. Boyles stated I think that is one of the best ways we can assure the service line is not lead. Mr. Eric Horvath, Director of Public Works, stated this is in relation to changes to the lead and copper rules to minimize the dangers to the public. He noted we are not saying we won't let you re -connect; we are protecting the public interest to assure there is no lead in the line. There is a requirement to replace lead lines when they are found and when you are making changes, it makes sense to make sure there are no lead lines at that time. Mr. Gilot agreed it is in the interest of the public health, noting he understands there is a budget but if there is a lead line, this is the best time to replace it. The Board stated they would approve the appeal subject to confirming the service line is copper all the way to the main.
