Regarding your inquiry, theChapin Park <br />Local Historic District was established by the passage of Ordinance <br />#9574-05 in 2005. Changes made to the exterior of a structure or site <br />improvements on this parcel may require a ‘Certificate of <br />Appropriateness’ issued by the Historic Preservation Commission in <br />compliance with the Chapin Park Local Historic District Standards and <br />Guidelines. To acquire a Certificate of Appropriateness, you will need <br />to fill out and submit aCertificate of Appropriateness application (linked <br />here, as well as attached to this e‐mail). Received applications are <br />divided into two categories: <br />1. “minor” projects ‐ those that conform to the applicable <br />Standards & Guidelines. These are projects that myself and my <br />colleague Elicia Feasel are able to process as “administrative <br />approvals”. Examples include installing fences, roof <br />replacement, replacing damaged, lost, or deteriorated siding <br />with the same material (wood for wood, for example), and <br />replacing windows with the same material. Approval for a <br />‘minor’ project like this occurs in less than two business days of <br />receipt of an application (and more often than not, within <br />minutes of receipt). <br />2. “major” projects, often they are those that do not conform to <br />the applicable Standards & Guidelines. These are projects that <br />the Historic Preservation Commission reviews at their monthly <br />meeting. Examples include demolition, new construction (new <br />infill), major alterations or additions to existing structures, or <br />replacing existing materials with a new, different material. <br /> <br />Certificate of Appropriateness Application Information: <br />Although HPC Staff are available for in‐person consultations and phone <br />calls, we prefer to conduct as much business electronically as possible <br />due to the ongoing COVID health emergency. Under normal <br />circumstances, applications may be brought to our office in the County‐ <br />City Building. Government offices within the County‐City Building <br />remain closed to the public. <br />
