Jefferson Blvd. <br /> South Bend, IN 46617 <br /> Re: Vacation of Hull Street <br /> South Bend, Indiana <br /> Dear Mr. Matteo: <br /> At your request, on October 18, 1988, I appraised the <br /> property known as Hull Street, being 40 feet in width and <br /> 390 . 15 feet in length, running between North Eddy Street and <br /> North Frances Street, in the northeast quadrant of South <br /> Bend, Indiana. <br /> Hull Street has the appearance of an alley for the <br /> eastern one-half. The western half of the right-of-way is <br /> unimproved and does not appear to have been used for several <br /> years. Also, overhead electric and telephone lines <br /> traverses the entire length of the right-of-way. <br /> In my opinion, the only value the Hull Street <br /> right-of-way has would be the access to adjacent properties <br /> or to expand the land size of the adjacent properties. It <br /> is not reasonable to assume that this narrow strip of land <br /> would have any potential for development, particulary with <br /> the utility lines running the length of it. <br /> The real estate in the immediate area consists of fair <br /> to average homes and businesses, 40 plus years in age, and <br /> having traditionally low to fair market potential. <br /> Other than St. Joseph Medical Center' s complex one <br /> block to the west, no new development has occurred in this <br /> area in recent years. <br /> 922 E.
