South Bend Redevelopment Commission Regular Meeting — November 8, 2012 6. NEW BUSINESS A. Public Hearings (1) continued... Mr. Inks noted that the Public Hearing file is complete, containing: (1) a copy of Resolution No. 3099 determining to make the appropriation and setting the public hearing on Resolution No. 3100; (2) a copy of the Notice of Hearing; (3) a copy of Resolution No. 3100; (4) affidavits from the South Bend Tribune and the Tri- County News that the Notice of Hearing was published in those newspapers on October 26, 2012. Ms. Jones opened the Public Hearing for whoever wished to be heard concerning Resolution No. 3100. There was no one who wished to be heard. Ms. Jones closed the Public Hearing for whatever action the Commission wished to take. (2) Consideration of Resolution No. 3100. Mr. Vamer asked which improvements under Major Moves were being paid for with this payment. Ms. Leonard -Inks responded Eddy Street Commons infrastructure. Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the Commission approved Resolution No. 3100 appropriating tax increment financing revenues from Allocation Area Fund for the payment of certain obligations and expenses related to the Northeast Neighborhood Development Area Allocation Area #2. (3) Public Hearing on Resolution No. 3102 confirming a resolution adopting the Howard Park Neighborhood Master Plan and amending the Development Plan for the South Bend Central Development Area. Mr. Kain noted that the process for amending the South Bend Central Development Area Development Plan began August 16, 2012 with a declaratory resolution. This Master Plan was completed in 2008 with a lot of input from residents and businesses in the area. The plan was submitted to the Area Plan Commission and South Bend Common Council for approval, which was received by both bodies. The confirming resolution today completes the process of amending the development area development plan. Mr. Inks noted that the Public Hearing file is complete, containing: (1)a copy of Declaratory Resolution No. 3064 amending the Development Plan for the South Bend Central Development Area and adopting the Master Plan for the Howard Park Neighborhood; (2) a copy of the Area Plan Commission's Resolution No. 228 -12 approving the Howard park Neighborhood Master Plan, South Bend, IN; (3) a copy of the South Bend Common Council's Resolution No. 4202 -12 approving and adopting the Howard Park Neighborhood Master Plan; (4 ) a copy of the Notice of Hearing; (5) a copy of Resolution No. 3102; (6) an affidavit from the South Bend Tribune and the Tri- County News, that the Notice of Hearing was published in that newspaper on October 19, 2012; (7) a statement from Jitin Kain that on 0
