Upon a motion made by Mr. Mecham, seconded by Ms. <br />Roos and carried, the above Quotations were referred to Engineering and Administration and <br />Finance for review and recommendation. After reviewing those quotations, Mr. Toy Villa, <br />Engineering, stated he is going to wait on the award until Tuesday's meeting to review the <br />alternates. <br />Board members discussed the following item(s) from the agenda. <br />Change Order — Organic Resources Site Improvements <br />Mr. Jacob Klosinski, Environmental Services, stated this project is for installation of a lift station <br />for overflow from a pond at their facility. He noted the existing structure was falling apart, and <br />they are adding a structure to match with the existing facilities. <br />Professional Services Agreement — Greeley and Hansen, LLC <br />Mr. Jacob Klosinski, Environmental Services, stated this agreement will complete the upgrade <br />design for the anaerobic facility. Mr. Inks asked if this is a new contract. Mr. Klosinski stated it <br />is a new contract; the previous contract was almost $600,000.00 for engineering, and it has been <br />downgraded to $400,000.00 for the remaining engineering work, and $200,000.00 for <br />construction management. He noted they were able to negotiate the price down almost <br />$200,000.00. Ms. Greene questioned if the City is looking at local contractors. Mr. Klosinski <br />stated they have DLZ and CMIT, both local and minority contractors, doing some of the design <br />and electric work. Mr. Gilot stated he had one more option for them to look at. He questioned if <br />for the amount of money to clean the gas, could we instead use the gas for energy somewhere <br />else in the plant. He noted the boiler doesn't really need cleaning, could it be used in the boiler <br />without cleaning. Mr. Gilot stated he just would like them to compare the costs and advantages: <br />should we clean the gas, or skip the cleaning and turn it to steam to use for electricity in the plant <br />to produce heat. <br />Professional Services Agreement — Greeley and Hansen, LLC <br />Mr. Jacob Klosinski, Environmental Services, stated this agreement is for shop drawing <br />administration and change order processing on a $5,000,000.00 project. Mr. Neal noted the <br />project won't start until next year; this is preliminary work with Mr. Klosinski assisting the <br />engineering firm. Mr. Gilot confirmed that is the case, noting that by Mr. Klosinski working with <br />the contractor, he was able to save about $400,000.00 on the project over the next two (2) years. <br />- Release of One -Foot Non - Access Easement <br />Mr. Larry Meteiver, Legal, stated in the process of acquiring property for construction along the <br />Main - Lafayette Corridor, it was found that the previously developed parcel had in place non- <br />access easements to prevent home - owners from placing driveways across the property. The City <br />is now processing the release of those non - access easements. Mr. Gilot questioned whether the <br />City included restrictions on residents placing driveways in the easement. Mr. Villa said the City <br />has standards that regulate the placement and dimensions of driveways that would still need to be <br />followed. <br />- Award Bid — Self Contained Breathing Apparatus and Related Equipment <br />Ms. Greene stated she met with the Fire Department Chiefs on Monday and walked through all <br />the bids and options comprehensively. She stated she is comfortable with their findings. Chief <br />Steve Cox stated Hoosier Fire Equipment was the lowest responsible bidder due to their <br />
