this legislation was significant but has been overcome by cost savings and the adoption of local <br /> option income taxes to in order to continue providing essential City services, including police <br /> and fire protection. <br /> A historical view of the City's tax rate and its net assessed valuation has been included in the <br /> statistical section of this document. <br /> Citywide Goals and Objectives for 2012 and Beyond <br /> The City has developed eight broad goals that focus on the following areas: economy, safety, <br /> quality of life, trust, responsiveness, infrastructure, finance and workforce. The City has <br /> identified various objectives that are tied directly to these goals which, if achieved, will result in <br /> the attainment of these goals. The eight goals are listed below. <br /> GOAL ONE: The Community's Economy <br /> Improve South Bend's economy to ensure a vigorous local business climate; ample employment, <br /> business and investment opportunities for all our customers; and a tax base that is sufficient to <br /> meet the needs of the City, its residents and other customers. <br /> GOAL TWO: The Community's Public Safety and Civility <br /> Improve South Bend's public safety and civility to ensure that every resident and other customers <br /> can live, work, play, run a business and raise a family in a humane, pleasant and safe <br /> environment; have adequate, affordable and timely access to all forms of emergency services; <br /> and can contribute and participate in a community where people of different backgrounds live in <br /> mutual respect and harmony. <br /> GOAL THREE: The Community's Quality of Life <br /> Improve South Bend's quality of life to ensure that every resident and every family can earn an <br /> adequate income; secure adequate housing; live in a safe, pleasant and humane neighborhood; <br /> enjoy a wide range of social, cultural and recreational opportunities; and have access to quality <br /> educational and medical services within an excellent natural and manmade environment. <br /> GOAL FOUR: Trust in City Government <br /> Improve residents' trust in City government to ensure that South Bend has a broad base of <br /> consensus and support on which to build the future, a strong foundation for collaborative action <br /> and community partnerships; and an increase in resident and customer participation in the daily <br /> public life of the community. <br /> 8 <br />
