(8) "Hard dollar costs" shall mean expenses <br /> directly related to the proposed new construction or <br /> rehabilitation excluding costs of financing, architect, <br /> engineering, and attorney fees. <br /> (9) "Industrial Development" shall mean and <br /> include those definitions set forth in major groups 20 <br /> through 39 of the Standard Industrial Classification Manual <br /> (SIC) , published by the united States Office of Management <br /> and Budget, which manual is hereby incorporated by <br /> reference, with copies being maintained in the Office of the <br /> City Clerk. <br /> (10) "Institutional Development" shall mean the <br /> development of day care or educational facilities. <br /> (11) "Low and moderate income individuals or <br /> families" shall mean those persons who qualify under the <br /> Department of Housing and Urban Development, Section 8 <br /> income requirements. <br /> (12) "Minority" shall mean: <br /> (I) Black (all persons having origins in any <br /> of the Black African racial groups not of Hispanic origin) ; <br /> (II) Hispanic (all persons of Mexican, <br /> Puerto Rican, Cuban, Central or. South American or other <br /> Spanish culture or origin, regardless of race) ; <br /> (III) Asian and Pacific Islander (all <br /> persons having origins in any of the original peoples of the <br /> Far East, Southeast Asia, the Indian Subcontinent, or the <br /> Pacific Islands) ; <br /> (IV) American Indian or Alaskan Native (all <br /> persons having origins in any of the original peoples of <br /> North American and maintaining identifiable tribal <br /> affiliations through membership and participation or <br /> community identification) ; <br /> (13) "Mixed Use', shall mean any mix of two (2) or <br /> more of the following uses only: office, retail, multi- <br /> family housing, or hotel uses. <br /> (14) "Neighborhood Revitalization Area (NRAP" <br /> shall mean the areas located within the City of South Bend <br /> as designated on the following map labeled Exhibit A-7, <br /> attached hereto and included herein, and as set forth by <br /> legal description in Exhibit A-8, which is incorporated by <br /> reference with copies of same being kept on file in the <br /> Office of the City Clerk. <br /> (15) "New manufacturing equipment" shall mean <br /> tangible personal property which was: <br /> (I) installed during the period beginning January <br /> 1, 1982, and ending February 28, 1983, in an urban <br /> development area declared before March 1, 1983 ; or <br /> installed during the period beginning March 1, <br /> 1983, and ending December 31, 1991, in an area <br /> that is declared an economic revitalization area <br /> after February 28, 1983, in which a deduction for <br /> tangible personal property is allowed: <br />
