ARTICLE 3 . NONCONFORMING. USES Sec. 21-37 . Nonconforming uses; existing; alterations; changes in districts. If the owner or occupant of a nonconforming use appeals from this presumption of abandonment to the Board, the burden of proving lack of abandonment rests on that owner or occupant.
