(b) Final development plan. A final development plan shall be submitted within two ( 2) years of the date of the rezoning to B-1. No building permit shall be issued until a final development plan has been given approval by the aArea pPlan ecommission and such approval marked or stamped on the plan with the Commission' s seal of approval. The final development plan shall show the following:. ( 1) The proposed title of the project and the name of the engineer, architect, or landscape architect, and the developer. ( 2) North point, scale and date. ( 3) Existing zoning and zoning district boundaries. (4) The boundaries of the property involved, all existing easements, section lines, and property lines, existing streets, buildings, watercourses, waterways, or lakes, and other existing physical features in or adjoining the project. ( 5) Topography of the project area. ( 6) The location and sizes of sanitary and storm sewers, water mains, culverts, and other underground structures in or near the project. (7) The location, dimensions, and character of construction of proposed streets, alleys, driveways, curb cuts, entrances and exits, loading areas, parking areas (including numbers of parking and loading spaces) , outdoor lighting systems, storm drainage and sanitary facilities. (8) The location and dimensions of proposed lots, setback lines, and easements. ( 9) Location with respect to each other and to lot lines of all proposed buildings and structures together with their height. ( 10) Location, height, and material of all fences, walls, screen plantings, and landscaping. (11) Location and character of proposed uses. ( 12) Location, character, size, height and orientation of proposed signs. (13) A tabulation of total number of acres in the project
