Bill No. 51-90 <br /> Ordinance No. JO'qQ <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br /> AMENDING CHAPTER 2, ARTICLE 1, OF THE MUNICIPAL CODE OF THE <br /> CITY OF SOUTH BEND BY ADDING NEW SECTION 2-12.2 ENTITLED <br /> "PROCEDURE ADDRESSING CITIZEN APPOINTMENTS." <br /> STATEMENT OF PURPOSE AND INTENT <br /> The Common Council makes numerous Council appointments to <br /> various City boards and commissions. The citizen <br /> appointments to the eight (8) standing committees which have <br /> citizen representatives is set forth in Section 2-10 of the <br /> Municipal Code. <br /> It is believed that a specific procedure incorporating the <br /> process of appointments and a summary of the citizen <br /> representatives duties and responsibilities would be <br /> beneficial to both the prospective citizen applicants, as <br /> well as to the overall selection process. <br /> Some of the many Council appointments include appointments <br /> to Century Board of Managers, Historic Preservation, Human <br /> Rights, The Older Adults Council, the Redevelopment <br /> Commission, the Traffic Commission, TRANSPO, and the Urban <br /> Enterprise Zone. <br /> It is believed that the following bill is in the best <br /> interest of the City of South Bend. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA, as follows: <br /> Section I: Chapter 2, Article 1, of the Municipal Code of <br /> the City of South Bend, Indiana, is hereby amended by the <br /> inclusion of new Section 2-12.2 which shall read in its <br /> entirety as follows: <br /> Section 2-12 .2 Procedure Addressing Citizen <br /> Appointments. <br /> (a) All Council appointments of citizen members by <br /> the Council to various boards and commissions of the <br /> City shall be consistent with the procedures set <br /> forth in this Section. <br /> (b) It shall be the duty of the City Clerk's Office <br /> to notify the Council President in writing of all <br /> Council citizen appointments which are to expire at <br /> least sixty (60) days prior to the date of <br /> expiration. <br /> (c) After notice is received from the Clerk's Office <br /> of upcoming citizen appointment(s) , it shall be the <br /> duty of the Council President to announce at the next <br /> regular meeting of the Common Council under Special <br /> Business, the name of the committee, commission, <br /> board or other agency of the City to which the <br /> Council will be making a citizen appointment, the <br /> deadline in which to files an annlir•atinn fnrm anti <br />
