2013&2014 South Bend Fire Department Salary Ordinance <br /> Substitute Bill No.57-12 <br /> Page 3 <br /> It is the intent of the city to eliminate the non-rank specialty of"Lieutenant/Paramedic" by attrition, as <br /> further addressed in Section III (a) of this ordinance. <br /> Section III. Additional Areas of Compensation. <br /> (a) Maximum Amounts. All monetary amounts set forth in this ordinance shall be the <br /> maximum amounts permitted in each calendar year addressed. <br /> (b) Residency Incentives. Qualifying sworn members and upper level policy making positions <br /> of the South Bend Fire Department, who establish legal resident within any neighborhood within the <br /> City of South Bend city limits and reside on a continuous permanent basis within the South Bend city <br /> limits, and comply with the governing regulations for such compliance shall be entitled to the <br /> following bonus: <br /> 2013: $250 maximum payable on or before December 15, 2013 <br /> 2014: $400 maximum payable on or before December 15, 2013 <br /> Section IV. Specialty Pays: <br /> (a). Medical Specialty Pays:2 Specialty pays shall be paid to the sworn members of the South <br /> Bend Fire Department who meet the department's requirements for each specialty and are regularly <br /> assigned to perform such special duties. All specialty pays shall be prorated to the date of the regular <br /> assignment for such special duty or duties and paid accordingly. Individuals performing any of the <br /> following Medical Specialties shall be paid at the highest certification only. The following Medical <br /> Specialty Pays are established for calendar years 2013 and 2014 which incorporate adjustments to <br /> provide for incentives for sworn members to obtain their lead medic status and the department's <br /> required number of Field Training Officers, as determined by the City Administration as part of the <br /> goal to eliminate the non-rank specialty of"Lieutenant/Paramedic"by attrition: <br /> Medical Specialties 2013 2014 <br /> Current Titles: New State Titles Certification/Licensing Incentives <br /> First Responder Emergency Medical Responder $250 $250 <br /> EMT-B $350 $350 <br /> 2 House Enrolled Act No. 1186 was passed by the Indiana General Assembly and became effective July 1, 2012. This <br /> statute authorizes the Indiana Emergency Medical Services Commission (EMSC) to implement an emergency services <br /> certification program through emergency rules. It provides for the licensure of paramedics by the EMSC; renames <br /> "emergency medical technician-intermediate" to "advanced emergency medical technician"; deletes the term "emergency <br /> medical technician-basic advanced";renames"first responders"to"emergency medical responders";and provides for a two <br /> (2) year grace period to allow Firefighters who are currently certified as an Emergency Medical Technician-Basic <br /> Advanced or an Emergency Medical Technician-Intermediate two (2) years to comply with the new certification <br /> requirements for emergency medical services personnel. HEA No. 1186 further gives the EMSC the option to implement <br /> rules to establish a certification program for the regulation of emergency service personnel,with the adoption of emergency <br /> rules by the EMSC anticipated. The terms set forth herein are the City's reasonable and best efforts to be in compliance <br /> with HEA No. 1186,as codified into various sections of Chapters 4 and 16 of the Indiana Code. <br />
