Ordinance No. ( a)- -- <br /> Substitute Bill No. 57-12 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br /> FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF FIREFIGHTERS OF <br /> THE SOUTH BEND FIRE DEPARTMENT FOR CALENDAR YEARS 2013 AND 2014 <br /> STATEMENT OF PURPOSE AND INTENT <br /> Pursuant to Indiana Code § 36-8-3-3,¶(d), the South Bend Common Council, as the legislative <br /> body of a second class Indiana city, is charged with establishing before November 1st the annual <br /> compensation of all members of the South Bend Fire Department. <br /> On May 14, 2012, the South Bend Common Council unanimously adopted Resolution No. <br /> 4179-12 which appointed an agent/chief negotiator for the labor negotiations to work with the City <br /> Advisory Negotiating Team for Fire Negotiations. The Council's Agent and the City Advisory <br /> Negotiating Team have been meeting with the Fire Negotiating Team representing sworn members of <br /> the South Bend Firefighters' Association Local No. 362 of the International Association of Firefighters <br /> ALF-CIO. <br /> The City Advisory Negotiating Team's membership includes 2nd District Council Member <br /> Henry Davis, Jr., 4th District Council Member Dr. Fred Ferlic, 6th District Council Member Oliver <br /> Davis (Alternate), City Controller Mark Neal, Assistant Fire Chief for Operations Jim Lopez, and <br /> Assistant Fire Chief for Services Todd Skwarcan; with Kathleen Cekanski-Farrand serving as the <br /> Council's Agent and Ed Sullivan serving as the Board of Public Safety's Agent. <br /> The IAFF South Bend Local No. 362 Fire Negotiating Team includes Captain Patrick J. <br /> Kottkamp, IAFF Local 362 President, Captain Christopher C. Baker, Local 362 Vice-President, <br /> Captain James K. Weinberg, Firefighter 1St Class Michael W. Lagodney, Captain Russell C. Buysse, <br /> and their attorney Tim Curran. <br /> Each of the negotiating teams committed themselves to the principles of interest-based <br /> negotiations. This is a negotiation strategy where the parties collaborate to be problem-solvers and <br /> seek "win-win" solutions. Interest-based negotiations encourage the respective teams to focus on <br /> developing mutually beneficial agreements. <br /> This ordinance sets forth the recommended salaries and monetary fringe benefits to be paid to <br /> sworn members of the South Bend Fire Depai intent.
