South Bend Redevelopment Commission
Regular Meeting —October 11, 2012
4. COMMUNICATIONS (CONT.)
Contact Information: John Anella, 124 S Jacob S1, South Bend IN 46617, 574-
287 -1844, iohnanellaQwfadvisors.com
5. OLD BUSINESS
Ms. Jones asked that Item 6.D,(1) be moved to Old Business. Mr. Downes so moved.
Mr. Varner seconded and the item was moved to Old Business.
D. South Side Development Area
1) Update on Fellows Street corridor plan
Mr. Ford said he would like to speak to three issues: the project
team, the schedule and recent survey results.
Project Team: Mr. Ford noted that the Fellows Street project
concerns a residential road in a neighborhood. Those subjects
relate to Planning and Public Works. Therefore, going forward,
Jitin Kain, director of the Planning Team, will be the main point of
contact.
Schedule: Mr. Ford acknowledged that this project has dragged on
for some time and a number of people's lives have been on hold
during that time. However, staff does not want to minimize the
gravity of the implications of a decision. We want to move
forward in a way that is transparent, open and in keeping with the
administration's and department's spirit of openness. As of
Monday when the Agenda was put together there was limited
response to the survey. So, the item was put on the Agenda as an
update, rather than for action. Therefore, it would be irresponsible
today to ask the Commission to take action. He has asked the team
to prepare documentation for action to be taken on October 25.
That information will be made available on the city's Web site as
of October 23. The action item on October 25 will be approval of
an addendum to the Master Agency Agreement with the Board of
Public Works to move forward with the professional services
necessary to assist those who will be involved in relocation.
Survey results: Mr. Ford noted that there has been a lot of
anecdotal information from the neighborhood residents. Although
we appreciate that input and want residents to feel free to continue
to provide that, he asked the team to put together a balanced survey
that will capture the opinions of everyone. We are in the process
