• <br /> Substitute <br /> Bill No. 43-91 <br /> Ordinance No. Fa //- ?/ <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AMENDING CHAPTER 21, ARTICLE 10, <br /> "SIGN REGULATIONS" <br /> STATEMENT OF PURPOSE AND INTENT <br /> The City Ordinance addressing sign regulations provides <br /> that the intent of such regulations is ". . .to encourage <br /> creative and imaginative design and use of signs in order to <br /> create a more attractive economic and business climate. " <br /> The Ordinance further provides that such regulations are to <br /> " . . . foster and improve the economic vitality of the <br /> Community by enhancing and protecting the physical <br /> appearances of the Community. " <br /> Accordingly, the zoning provisions addressing sign <br /> regulations, focus upon the size, location, construction and <br /> manner of display of such signs. <br /> The intent of this Bill is to establish reasonable <br /> regulations with regard to the duration which political yard <br /> signs may be displayed, their size and the responsibility of <br /> timely removing such political yard signs. <br /> NOW, THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, as follows: <br /> SECTION I. Chapter 21, Article 10, Section 21-170 is <br /> amended by adding sub-paragraph (k) to paragraph (1) , which <br /> will read as follows: <br /> (k) Political yard signs, provided that: <br /> 1. Such signs shall not exceed five (5) square feet in <br /> display area; and not exceed three (3) feet in height <br /> nor four (4) feet in length. <br /> 2. Such signs shall be removed from the premises within <br /> fifteen (15) calendar days of the date of the primary <br /> election, and shall removed from the premises within <br /> fifteen (15) calendar days of the date of the general <br /> election. <br /> SECTION II. Chapter 21, Article 10, Section 21-173 (a) <br /> (1) is amended in part as follows: <br /> g. Directional Signs; and <br /> h. Rotation, repainting, and posting of copy; and <br /> i. Political yard signs provided they conform to the <br />
