Staff Report <br />APC # 2471 -08 <br />Owner: Barakeh Land Co., Inc, et al <br />== =The southeast corner of Western Avenue and- Lombardy - Drive lying =immediate y - = -_ - <br />south of the intersection and immediately north of 450 Lombardy Drive <br />Jurisdiction: City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from MF1 Urban Corridor Multifamily District, LB <br />Local Business District, and CB Community Business District to CB Community Business <br />District to allow the construction of a Drug Store. <br />Land Uses and Zoning: <br />On site: The site is currently comprised of five parcels: one zoned CB Community <br />Business District, one zoned MF1 Urban Corridor Multifamily District, and 3 <br />zoned LB Local Business District. <br />North: To the north across Western Avenue are businesses zoned CB Community <br />Business District. <br />East: To the east are apartments zoned MF1 Urban Corridor Multifamily District. <br />South: To the south is a vacant lot with an access easement zoned MF1 Urban Corridor <br />Multifamily District. South of that are homes zoned SF1 Single Family and <br />Two Family District. <br />West: To the west are businesses zoned CB Community Business District. <br />District uses and development standards: <br />The CB Community Business District is established to provide a location for high volume and <br />high intensity commercial uses. Activities in this district are often large space users which may <br />include limited amounts of outdoor sales or outdoor operations. <br />Site plan description: <br />The site is approximately 1 acre. The site plan indicates a proposed 13,600 square foot building. <br />The building will cover approximately 29% of the site. 45 parking spaces are provided for the <br />development. Parking and drives will consist of approximately 60% of the site. The remaining <br />11% of the site will be open space. There are three proposed access points to the development; <br />two off of Lombardy Drive and one off of Western Avenue. The site will require 11 variances to <br />comply with the City of South Bend Zoning Ordinance. <br />Traffic and transportation considerations: <br />Western Avenue has five lanes at the Lombardy Drive intersection and narrows to four lanes east <br />and west of the intersection.
