CHA analysis of City of South Bend data. <br />Using the "custom census' approach with modifications to estimate availabil- <br />ity and the further assignment of race and gender using the Master Directory <br />and other sources, we determined the aggregated availability of M/WBEs, <br />weighted by the City's spending in its geographic and industry markets, to be <br />6.0 percent. Table 1-3 presents the weighted availability data for all product <br />sectors combined for the racial and gender categories. <br />Table 1-3: Aggregated Weighted Availability <br />Source. CHA analysis of City of South Bend data; Hoovers; CHA Master Directory <br />To meet the constitutional test that all groups must have suffered discrimina- <br />tion in the City's markets in orderto be eligible forthe benefits of the program, <br />we next calculated disparity ratios by comparing the City's utilization of <br />M/WBEs as prime contractors and subcontractors measured in dollars paid to <br />the availability of these firms in its market areas.
