City of South Bend Disoarity Study 2020 <br />gation of spending, we identified the City spent an additional 4.6% of its con- <br />tract dollars in Berrien County, MI. Therefore, our analysis used the State of <br />Indiana and Berrien County as the geographic market area for this study. <br />When the unconstrained product market was limited by the geographic mar- <br />ket, the result was the constrained product market. The next step was to <br />develop the Final Utilization Data File for the constrained product market <br />which contains the dollarvalue of the City's utilization of M/WBEs as measured <br />by payments to prime firms and subcontractors and disaggregated by race and <br />gender. <br />Table 1-2 presents the utilization data by all industry sectors.
