SPECIAL MEETING OCTOBER 1, 2020 172 <br />The Special Meeting of the Board of Public Works was convened at 9:30 a.m. on Thursday, <br />October 1, 2020, by Board President Gary A. Gilot. The meeting was streamed live to the public <br />with Board President Gary A. Gilot and Board Members Elizabeth Maradik, Therese Dorau, <br />Jordan Gathers, and Joseph Molnar present. Ms. Dorau confirmed the presence of those members <br />with a roll call. Also present was Board Attorney Clara McDaniels and Clerk of the Board Linda <br />Martin. Attorney McDaniels stated due to a technology issue, three (3) of the electronic bids <br />transmitted for the O'Brien Recreational Center Renovations, Project No. 118-091, and one <br />quote for the Notre Dame Triangle Alley Paving, Project No. 119-057R, were delayed after they <br />reached the City's email security server. Following an internal investigation, it was determined <br />that the three (3) bids and one (1) quote reached the City prior to the 9:30 a.m. EST delivery <br />deadline. Attorney McDaniels stated the purpose of this special meeting of the Board of Public <br />Works is to open those timely received bids and quote. She noted there was one (1) bid that <br />didn't reach the city server in time, and that was from Robert Henry Corporation for the O'Brien <br />Renovation project. Mr. Gilot stated this was no fault of the bidders, so it's appropriate to open <br />the bids and quote. He noted they had no advantage of hearing the other bids prior to submitting <br />their bids, and the time stamp verified they were timely.
