EXECUTIVE SUMMARY <br />CITY OF SOUTH BEND: PINHOOK WTP IMPROVEMENTS PROJECT GUARANTEED SAVINGS CONTRACT <br />Combining these 2 talents into one business unit, allows us to focus on providing the City with the most transparent, <br />lowest cost, highest quality GSC project. <br />We understand the importance and urgency this project has. We will begin our efforts with a collaborative design kickoff. This <br />workshop will jump-start the project and be an instrumental forum for decision making. We will include a talented group <br />of experts in the value-engineering process. Your dedicated project manager (Michael Benter) and design manager <br />(Scott Huber) will be involved with the project from start to finish. Our team will use proven tools we have developed <br />for DB delivery and engage numerous subject-matter-experts throughout the design process. This group includes <br />construction superintendents, estimators, design engineers and owner representatives, equipment vendors, electrical <br />and specialty subcontractors. Collectively, these individuals have the knowledge to identify risks, challenges, and <br />solutions that will ensure this project is successful. <br />COST MANAGEMENT APPROACH <br />We understand that working collaboratively to develop and deliver long-term cost-effective improvements is critical to <br />the success of this project. We appreciate that the City’s team will entrust us to manage this budget as if it is our own. <br />We do not take this responsibility lightly. From the beginning of design to the completion of startup, we will maintain a <br />transparent and thorough budget for this project. As each phase of design is completed, we will create a more refined <br />estimate for the project. We will plan to self-perform the backbone of the project with our own workforce and will pre- <br />plan our work to ensure we make every dollar counts. We will engage vendors early and often to ensure we incorporate <br />the most economical and responsible solutions. At each design stage, we will provide the City with a Guaranteed <br />Maximum Price for the project. Drawing on our years of experience, we are confident in our ability to drive the project <br />to completion for a well-defined achievable budget. <br />SUMMARY <br />In closing, the City of South Bend and American Structurepoint has issued this Request for Qualifications to review the <br />technical qualifications of the contractors submitting their responses. We are sure American Structurepoint has <br />completed work with all the firms responding and can attest we are all well qualified, are all certified GSC contractors <br />in the state of Indiana, and have each completed work very similar to the work required at the Pinhook plant. What <br />differentiates Reynolds Construction is our openness, transparency, commitments, and financial approach to complete <br />more work in a single phase. As outlined in the RFQ, under the General section #10, Reynolds will work diligently to <br />submit a GMP early in the design process, typically at 30% and 60% design levels. Concurrently Reynolds will be <br />working on the financing package and are very confident the schedule published in the RFQ will not be jeopardized. <br />Be assured, the Reynolds executive leadership is committing our best resources, from start to finish, to make sure the <br />City is a highly satisfied client when the project is complete. The Reynolds design-build team has the experience and <br />the focus this project requires. We believe that when you have reviewed our proposal, interviewed our team, and we <br />have the opportunity to prepare a preliminary cost model, schedule, value engineering and management approach, <br />the City’s Team will be confident that selecting Reynolds for this project was the right decision. <br />Page | 5 <br /> <br />
