PROJECT IMPLEMENTATION <br />CITY OF SOUTH BEND: PINHOOK WTP IMPROVEMENTS PROJECT GUARANTEED SAVINGS CONTRACT <br />Reynolds is both a Qualified GSC Provider and a revered water/wastewater contractor known for self-performing the <br />construction of our projects. To maximize the value for the City of South Bend, we will be completing 100% of the <br />Provider requirements and self-performing the majority of the construction including the work as agreed upon during <br />the scoping period. <br />Historically, these scopes represent 70 to 80 percent of the total project construction cost and control 90% of the <br />schedule’s critical path. Reynolds has the supervision, manpower, equipment, and knowledge to self-perform these <br />disciplines. We take pride in those skills and believe it important that we maintain control of the critical path of the <br />project throughout. However, we also believe in partnering with other local contractors and we will actively pursue <br />quotes for scope that we typically self-perform if it will provide a higher value for the City. <br />SUBCONTRACTOR INVOLEMENT <br />4.D Other Subcontractor’s Involvement: Identify which portions of the project the Provider intends <br />to implement with subcontractors and how the subcontractors will interact with the Team. <br />Reynolds Construction will be the self-performing General Contractor for the project. Our focus will be to secure all <br />subcontracted work with local contractors keeping as much of the project funds as possible in South Bend. This <br />approach helps to maintain and create jobs and allocates project funds back into the local community. Our team will <br />work with the utility dept team to understand which subcontractors have not only performed work for the dept but have <br />performed quality to a satisfactory level. Also, our typical approach is to prepare bid documents for work we do not <br />self-perform and bid this work to a minimum of 3 bidders. All bid results are open to the owner for review. <br />The only work Reynolds does not self-perform is electrical, I&C, and specialties such as masonry/ painting and HVAC. <br />All subcontractors will be contracted directly with Reynolds and we take the responsibility for managing our <br />subcontractors very seriously. If they are not successful, we are not successful. Our approach to managing <br />subcontractors: <br /> We will include them in our weekly progress meetings, daily huddles, and end-of-shift meetings. We will <br />expect them to actively participate in all meetings <br /> We will ensure that they have right supervisors to manage their scope of work <br /> We will assist them to plan and perform their work SAFELY <br /> We will include their activities in the Project Schedule and make sure they complete their work on time <br /> We will ensure they adhere to the quality requirements of the project <br /> During commissioning, startup, and closeout we will coordinate with our subcontractors to finish strong and <br />drive the project to a timely completion <br /> <br /> <br />Page | 41 <br /> <br />
