REGULAR MEETING <br />APRIL 14, 2020 80 <br />Non -Collusion, Non -Discrimination Affidavit Form was completed <br />TOTAL AMOUNT OF QUOTE: $49,497.30 <br />Upon a motion made by Ms. Maradik, seconded by Mr. Molnar and carried by roll call, the <br />above quotation was referred to Engineering for review and recommendation. <br />OPENING OF QUOTATIONS — 2020 TREE AND STUMP REMOVAL — PROJECT NO. 120- <br />002 (MVH) <br />Mr. Gilot advised that this was the date set for the receiving and opening of sealed electronic <br />quotations for the above referenced project. Kenney <br />Non -Collusion, Non -Discrimination Affidavit Form was completed <br />QUOTATION: $49,875.12 <br />Upon a motion made by Ms. Maradik, seconded by Mr. Molnar and carried by roll call, the <br />above quotation was referred to Engineering for review and recommendation. <br />AWARD BID — SIX THOUSAND (6,000), MORE OR LESS, UNIVERVERSAL NESTABLE <br />REFUSE CONTAINERS — SPEC B (SOLID WASTE OPERATIONS) <br />Mr. Jeff Hudak, Administration and Finance, advised the Board that on March 24, 2020, bids <br />were received and opened for the above referenced equipment. After reviewing those bids, Mr. <br />Hudak recommended that the Board award the contract to the lowest responsive and responsible <br />bidder, Otto Environmental Systems North America, Inc.,12700 General Dr., Charlotte, NC, <br />28273 in the amount of $42.29 each for the ninety-six (96) gallon containers and $31.79 each for <br />the forty-eight (48) gallon containers. Therefore, Ms. Maradik made a motion that the <br />recommendation be accepted, and the bid be awarded as outlined above. Mr. Molnar seconded <br />the motion, which carried by roll call. <br />RESCIND REJECTION OF BIDS AND AWARD BID AND APPROVE CONTRACT — <br />EAGLE WAY SEWER EXTENSION — PROJECT NO. 119-095 (RWDA TIF) <br />Mr. Kyle Silveus, Engineering, advised the Board that on March 10, 2020, bids were received <br />and opened for the above referenced project. After reviewing those bids, Mr. Silveus <br />recommended that the Board reject all bids due to being non -responsive to the Diversity <br />requirements. On March 24, 2020, the Board approved the rejection of all bids. Mr. Silveus <br />stated in his memo since this bid rejection occurred, new information about data in the City's <br />disparity study has come to light. As a result, the City will not require or set contract goals on <br />this project. He asked that the Board rescind their previous rejection of all bids and award the <br />contract to the lowest responsive and responsible bidder Indiana Earth, Inc., 10343 McKinley <br />Hwy., Osceola, IN, 46561, in the amount of $239,444.56. Therefore, Ms. Maradik made a <br />motion that the recommendation be accepted, and the Board rescind their previous rejection of <br />all bids and award the contract as outlined above. Mr. Molnar seconded the motion, which <br />carried by roll call. <br />RESCIND REJECTION OF BIDS AND AWARD BID AND APPROVE CONTRACT — <br />GEMINI AT COLFAX, EXTERIOR RENOVATIONS DIVISION B — PROJECT NO 119-103 <br />(RWDA TIF) <br />Mr. Zach Hurst, Engineering, advised the Board that on February 25, 2020, bids were received <br />and opened for the above referenced project. After reviewing those bids, Mr. Hurst <br />recommended that the Board reject all bids due to being non -responsive to the Diversity <br />requirements. On March 24, 2020, the Board approved the rejection of all bids. Mr. Hurst stated <br />in his memo since this bid rejection occurred, new information about data in the City's disparity <br />study has come to light. As a result, the City will not require or set contract goals on this project. <br />He asked the Board to rescind their previous rejection of all bids and award the contract to the <br />lowest responsive and responsible bidder Slatile Roofing and Sheet Metal Co., Inc., 1703 S. <br />Ironwood, South Bend, IN, 46613 in the amount of $305,000. Therefore, Ms. Maradik made a <br />motion that the recommendation be accepted, and the Board rescind their previous rejection of <br />
