Kolata <br /> Executive Director Deputy Executive Director <br /> November 2, 1992 <br /> Mr. Steve Luecke <br /> South Bend Common Council <br /> 4th Floor, County-City Building <br /> South Bend, IN 46601 <br /> RE: An Ordinance of the Common Council of the City <br /> of South Bend, Indiana, Appropriating $188,000.00 <br /> From the Morris Civic Capital Improvement Fund <br /> Dear Mr. Luecke: <br /> On May 20, 1992, the Common Council of the City of South <br /> Bend enacted Ordinance No. 8185-91, appropriating $300,000.00 <br /> from the Morris Civic Capital Improvement Fund to pay for <br /> architectural design work for the restoration of the Morris Civic <br /> Auditorium complex. Soon thereafter, the City' s Board of Public <br /> Works entered into a contract for architectural services with the <br /> architectural firm of Sovik Mathre Sathrum Quanbeck Schlink <br /> Edwins Architects (SMSQ) . Over the course of the past 18 months, <br /> the scope of the restoration project has grown. The SMSQ fee <br /> under its Contract was calculated to be approximately 10% of the <br /> estimated construction cost, but allowed the parties to fix the <br /> fee at a stipulated dollar figure after completion of the Design <br /> Development Phase of the Contract. In July of this year SMSQ was <br /> asked to suspend services in order that a fixed fee be <br /> established. SMSQ and the representatives of the City have <br /> agreed to submit to the Board of Public Works an Addendum to the <br /> SMSQ Contract, fixing the fee for all basic services, <br /> reimbursable expenses, consultant fees, and all other costs <br /> associated with SMSQ' s services at $651,000.00.
