Review: <br />Upon completion of the review of the revised site plan, the following areas were identified where <br />modifications were made to the original site plan: <br />• building coverage; <br />• location of any on -site loading, storage or service areas; <br />• location, height and type of any screening to be utilized to visually block storage, service, <br />loading and/or parking areas; <br />• area of landscaping to be provided; and the <br />• location and number of parking spaces to be provided. <br />Although modified from the original site plan, all of the above identified changes are in compliance <br />with the requirements of the original bid packet, and the related bid specifications. <br />Building coverage of the proposal is below the required 20 % building to site ratio, with a total <br />coverage of 19 %. However, this is based on the area of the property offered for sale (42,049 Sq. <br />Ft.). The effective area of the property which can be utilized is only 39,029.3 Sq. Ft. due to the area <br />on the southern portion of the site which must be dedicated to future ROW widening for state <br />roadway improvements. Utilizing the net site area (39,029.3 Sq. Ft.) for the calculation of the <br />building to site ratio the site plan would be in compliance with a coverage of 20.4 %. Irrespective of <br />the site area used for calculation, the main building size has not been modified from the original <br />proposal, only the gas canopy has. A reduction in the area of the gas canopy is not a major <br />modification to the original proposed site plan. <br />The revised site plan does not include the "service /storage" area presented in the original site plan. <br />The bidder has indicated that the area will not be required for the operation of the business, and has <br />decided to utilize this land area for parking. The trash enclosure area which was specified in the <br />original site plan remains and is located and screened appropriately. <br />In regard to the location, height and type of screening to be utilized to visually block storage, service, <br />loading and/or parking areas, the only modification which was identified was the removal of the <br />parking screening hedges on the northern border of the site. Staff would recommend that the bidder <br />consider replacing this landscape screening within the ROW along the northern border of the site. <br />This will provide additional screening for the parking to be located at the north end of the site. <br />The overall area of landscaping to be provided is still well above the required 5 % with a total <br />landscape coverage of 12.3 % of the site area. <br />The revised site plan identifies a total number of 35 parking spaces. Based upon the building size, <br />and the proposed uses there would be a parking demand of 27 spaces. The revised site plan is well <br />within the zoning requirements for parking. <br />Recommendation: <br />Staff recommendation is for the approval of the revised site plan. <br />cc: Don Fozo, City of South Bend Building Commissioner <br />
