NEW BUSINESS (CONT.) <br />r. continued.... <br />quality users but also because it tends to <br />be a denser development, and the density <br />of employees is critical to supporting the <br />secondary and tertiary businesses —the <br />coffee shops, the restaurants, the card <br />shops —cannot be supported by a small <br />market, they need larger high density <br />employees, who can get out and shop <br />before work, during lunch or after work in <br />order to support those. Because we're in a <br />downtown location, we're not in <br />greenfield sites, so we don't have the <br />luxury of acquiring a corn field and <br />putting up space. It's a more difficult <br />process to acquire and assemble land in <br />order to develop that kind of development. <br />Ms. Auburn commented that she has <br />certainly been around through many of the <br />controversial kinds of developments in the <br />downtown area. One of which comes to <br />mind is the Oddfellows building and the <br />subsequent development of Teachers <br />Credit Union. I think in retrospect, most <br />of us and most of the public would agree <br />that Teachers Credit Union has proved to <br />be a good replacement for the Oddfellows <br />building. Sometimes we have to make <br />tough decisions... that is for the public's <br />long -term benefit. <br />Upon a motion by Ms. Auburn, seconded <br />by Mr. Schwartz and unanimously carried, <br />the Commission adopted Resolution <br />No. 1559, as amended, amending the <br />South Bend Central Development Area <br />F:\ HOME \CPHWPS \WPDATA \COMMSN\121997.MIN -53- <br />
